The New York papers have taken the alarm over the fact that the Committee on Ways and Means has decided by a vote of six yeas against five nays in favor of an incom® tax. It is noted that all the six who yoted for the in- | ome tax are western or southern members and the deduction is made that the movement ii favor of that tax is a western and southern attem)t to shift the burden of taxation upon | the eas’. The argume it tha’ an income tax is one of the most unfair and unequal modes of raisin z rever ue is again brought forward. but the Hera d raises anothef objec ion, which, it tiinks, will perhaps prove fa al whenever the Question shall be adju licated by the Supreme Court. That objection is that an income tax in this country is unconstituti nal. This is the “way the Herald puts it: “A tax on incomes, being a direct tax, is un- constitutional unless’ apportioned among the States in proportion to their populat The provision of the constitution Is that ‘repre- sentatives and dir ct taxes shall be appor- tioned among the states which may be included within this Union aceording to their respee- tive numbers. It is not known un- der what, if any, conditions the recognition has been now obtained.
