Se The United States Senate quietly passed a bill yesterday which directs the District of Co- lumbia officers to reduce the valuation of the lace called Edgewood, now belonging to Mrs. Kate chase prague, to $150), and to abate so much of the I cess of this relieve Mrs. [New Yor! We have nothing to say as tothe merits of the abatement of es in this instance, but have only to remark that it will be a great in. justice to the large number of really impover- ished people of the District, whose property is absolutely in process of eonfise bility to pay their ta: f Congress gi lief in the ease of this lady of high social posi- as are in ex- ory ion. This will ague obat least $30.00 of taxes. tion and affords them none. More than two- fifths of the entire real estate belonging to the citizens of the District is now held by the Dis- trict of Columbia under purchases at tax-sales ; and with the penalty of two per cent. per month Row running against all property in arrears, for general taxes, and of ten per cent. per an- num upon tax-lien certificates issued for ar- ial taxes, together with the ex- x sales and of judicial proceedings against delinquents. it is estimated that, with- out speedy relief, more than half the property of the citizens willsoon be confiscated from their utter inability to redeem it. A bill has been introduced in the Senate enabling the crippled tax-payers to redeem their property by paying six per cent.interest. Other forms of relief may doubtless be suggested, but it is evident that a general measure of relief should be adopted, and not one for the benefit of an in- dividual. There are many thousands who have suffered yet more than Mrs. Sprague from over-assessments and over-taxation. —_—_—_~+e—____ It appears from to-day’s dispatches that Russia is preparing to send Tehernayeff with light armed troops against British India in case of a war with England. In his talk yesterday with the committee on banking and currency Secretary Sherman re- iterated his faith in the feasibility of resump- tion, and gave arguments in support of his convictions that Mr. Ewing and others found it dificult to meet. On the whole, it must be conceded that the Secretary has held his own pretty well in the questioning given him by the committee. +20e- That England is in earnest in her prepara- tions for war is shown by the fact that agents of the British government have been making purchases of cavalry horses in the west to the “extent of about 20.000 head. In order not to excite attention and put up the prices they gave out that the purchases were intended for use on street railroads in England, but in making their selections it was noticed that they did not buy stocky-built strong should- ered horses calculated for use in harness, but selected tall animals suitable for the saddle and without regard to their pulling capacity, or whether they had been broken to harness or were balky. They have made extensive pur- chases at an average of about $100; but now that the fact of the purpose of their operations has leaked out, it is expected that the price will go up, and that, in fact, the drain upon the supply of horses in this country will eause the prices to advance generally —————-+2-—____ Naturally when an Ohio man is missing, his friends look for him in Washington, and when Ex-Congressman Vance left home and didn't turn up here it was at once concluded that he had been killed, or was crazy, or was a de- faulter, or had ran off with a woman, to account for his abnormal and extraordinary deflection from the road to the seat of goveru- ment. —____-+e--_____ It is the fashion among the high-toned in New York just now to say pretty severe things of the late Madame Restell, but for all that she will be greatly missed in the rich and fashion- able circles of that city. Her gaudy palace wasn't built and kept up by contributions from the poor and lowly in life. ——+0e-___ So Banting, for many years undertaker to the royal family of England, is dead. He wa in some respects the greatest undertaker that everlived. Such was his proportions that he could not tie his shoes. He was not well bal- anced, however, and was compelled to back down stairs, as a descent in the ordinary way would involve the danger of pitching down head for-most. One of the greatest of his un- dertakings outside of his profession was that of the reduction of his weight. He succeeded wonderfully by denying himself saccharine and farinaceous food and living mainly on meat. He has now died at the age of eighty- five, and is done by others as in life he was professionally accustomed to do.
