New Yorr, April 4.—~The ZTridune has tha following: Varlous rum. bout tho financial condition of the Pacific Mail Steamship Com- pany have been in circulstion on Wall street for severa) weeks. It has been well known that some of the Directors doubted eitber the wis- dom or the fidelity of the present management. Numerous mectings of the Board of Directors have been held during the past two montbs, at some of which tho discussions have been enlivened by charges of efforts of the officers to conceal the true condition of the Company and other mismanagement. About two woeks sgo the opposition, which has been headed by Henry Hart, Vice-President of the Third Aves nue Rallroad Company, succeeded In having & Committee appolnted to make a thorough In- vestigation of the mccounts of the Company and to make report to the Board at as carly a day as possible. Yesterday Hart {ssued a clreular to which be slgns his name as Director, and jo which be says e would ba pleased to hold personal confcrenca with, or ro- celve the proxiea of, all the stockholders of the Pucific Mail Bleamship Company who erce in favor of an economlcal and faithful administra- tion of the large business of this Company. The election for new Directors will tako place on, Wednes lay, May %0, Hart stated yesterday atfernoon that he bad not yet completed his ticket, but that he would have it ready in o fow days. What ho wanted was an honest and economical mauagement. 1o was a very large stockholder, aud he belleved with the proper management the Company conld be made to earn “a handsome dividend. The Chanccllor of the Excheauer presented the Budget In the Housec of Commons this af- ternoon. The ordinary cxpenditure is £31,020,- 000, and tbo cstimated revenne £79,146,000. EXPLANATION. Eir Slafford Northcote, in explaining the budget fn the House of Commons to-night, stated that the revenue for 1877-'78 bad been £70,763,208, and the cxpenditure £78,903,495. The surplus for last year was consequently A85%6803. Of the £6,000,000 vote £3,500,000 had been actually expended and some further 1la. bilities fncurred. The surplus was thus con- verted into a deflcit of £2,640,000. To meet this deficit and further lisbilitles the Govern- ment had applied £750,000 of the surplus reve- nue, and {ssucd excliequer bonds for £2,750,009, running for onc year only. ‘They thus commenced the year with a temporary debt of £2,750,000. The cstimated deficit fur 1673-'79 was £1,660,000. This does not io- clude any provision for the redemption of treas- ury bonds, or for further labllities, £500,000 of which had been {ncurrcd for the army and £200,000 for the pavy, which wottld have to be met by supplemeutary estimates. They further estimated the cxvense of calling out the re- scrves at £400,000, which stowed for their being under arms three months, ‘They cstimated the exvenes which would have to ho incurred for new dock-yards and extra labor at £400,000, thus raising the supplementary estimates to £1,000,000 or £1,600,000. All of these expenses confbined showed a total deflcit of £5,300,000 or £5,800,000, They proposed to meet during the present year the deflcic on the ordinary expenditure, the suppleincatary estimates, and some portlon of tho outstanding Treasury bonds. For this purpose they propused to increase tho income tax 3 pence on tlhe pound, which they estl- mated would produce £3,000,000, to incrcase tho tobacco duty 4 pence per pound, which they estimated would produce £760,000, and to in- crease the dog tax in & manner estimat- el to produce £100,000. But they proposed tomake somec allowance in the asscssment of tho fncome tax for devrectation fu the value of CANADA.
