The necessity of active measures for prevent ing depredations on government timber has long been evident. The country has been robbed of plunderers, and unless their operations are firmly checked our most valuable timber will be recklessly destroyed and great tracts of and, denuded of their forests and exposed to | drought, will be seriously impaired in value. The present Secretary of the Interior has re- eognized that an evil of the magnitude and long standing of the timber depredations re- quires heroic treatment, and has checked with a stronger hand than his predecessors, these xigantie robberies. Much lumber taken from the public lands has been recovered and the proceeds of its sale turned over to the Treasu- | ty. In Minnesota twenty-five eriminal and seventy eight civil suits have been prosecuted to final judgm ernment has gained a verdi In Louisiana and Mississippi also, and in several western states and territories the operations of the In. terior department have been vigorously proseeutad. A sum of money has been realized for the government equivalent to more than one-half of the amount repre- sented il the previ recoveries of Stolen timber for twenty. In the vast scheme of repressive operations which the comparative neglect of the past now makes necessary, errors in details, eases ofin- | dividual oppression, instances of injurious use of power by untrustworthy special agents and other minor evils may all be expected. The chinery will not work without a hiteh, but y careful supervision and skillful guid- anee its great ends will undoubtedly be at- tained The zeal of the Seeretary of the Int rior is turned iu the right direction and his labors cannot fail to be of pubiie benefit. On unsurveyed lands the timber eannot be bought, and seitlers in order to live are of necessity depredators. The Congressof the Uni- ted tes, though repeatedly petitioned, ha: failed to relieve them from their dificult posi tion. By statute they are still considered dep - redators,and it is the duty of the executive branch to enforce existing laws. The Sec tary ealled attention to the state of the case in his report to Congress, and sugges‘ed appro- priate legislation; but none was fortheoming. In applying the laws to such cases he has, however, endeavored to produ S little hard- Ship as possible; he has not exacted the full as discriminated in the persons on were to be imposed, and has per- mitted the technically stolen timber to be re. tained upon the payment of a reasonable price. The present onslaught on the Secretary is based ona side issue of secondary import- ance. No doubt our Britis cousins will in that event claim that O'Leary belongs to them—that he is an Irishman and not an American. He is of Irish birth to be sure,“but was “raised” in this country, and this fact as wellas the result inthe case of the rifle matches serves to show that there is nothing the matter with our air in the way of deteriorating the human race. Perhaps we will presently send over some of our rowers to beat the Britons in that last diteh of their boasted physical preeminence. The European nations are by no meansa happy family at present. England is at fever heat. Russia wants to know, you know, what England is doing in the Seaof Marmora, in defiance of international law, and insinuates that the congress can meet very comfortably, whether England attends or not. The North German Gazette says it is evident that Russia regards war with England as inevitable. Rou- mania refuses to receive independence at the hands of Russia, and will not permit the pas- sage of Russian troops through her territory; one of these two nations is going to get hurt. Greeee is sulky and will not enter the con- gress, except on an equal footing with her big neighbors. Austria is divided in her councils; Just now her leanings appear to be towards Russi: contest in wits between the representatives of England and Russia is progressing. Who can tell whether or not words will be followed by | blows? The point at issue is Whether the entire practice of a homeepathie physician must be conducted in strict con- furmity with the words of the constitution, on the principle of “like cures like.” Those who think that the whole practice of medicine is not necessarily founded on this one prin- ciple, and that mechanical means must some- times be used to counteract mechanical ef- fects and chemical means to counteract chem- ical effects, have gained two victories, but are now apparently defeated, the twice adopted resolutions expressing their views having been rescinded. The liberals claim that they are true homeropaths, and do not think it isa Proper view of the principles of that belief which would place the removal of a sliver from the flesh, in case of accident, outside of homeopathic practice.
