"THE EVENING STAR. WASHINGTON FRIDAY March s, 1878. CROSBY s. NOYES. --Raitor. 43 peer et: ‘and more than that of ail the mdents. Letters should be addres to the Hattori or Business Manager of THE STAR, according to their tenor, and not to any individual name, Otherwise delays may occur. Checks ete. snould in all cases be made payable to the order of THE EVENING STAR NEWSPAPER | COMPANY, —not to that of any individual. ‘@- Anonymous communications not read; re- Jected manuscripts not returned or preserved. The Fishery Award Unpleasantness. It seems as if nations must always be fight- ing or quarreling or negotiating about the | American fisheries. For the last century Eng- land and the United States have monopolized the dispute. Each nation has done its best, in a diplomatic and unobjectionable way, to over- reach the other. with results not at all dis creditable to the proverbial American shrewd- ness in making bargains up to the time of are 1, our recent Waterloo. We still rather dazed. bewildered, astonish: completely outwitted by the ers.” but we gradually recovering. Another chapter will soon be added to the history of the fisheries controversy, and the indications are that it will be an interesting one. The absurdly excessive Halifax commission. with the door left open for further claims, is creating indignation as Well as astonishment, and serious doubts exist as to whether our government will accept the decision of the commission. Lord Dufferin seemed cheerfully confident, after his return to Canada, that the aw: ard would be no steps ha’ or by Congress toward the contrary Senator Blaine’s resolution a s the President to communicate to the Senate all the official papers and correspondence be- tween our government and that of Great Britain in reference to the en of M rsted foreign- Delfosse as the third commissioner, show tiat there is a spirit of inquiry abroad. In a recent interview ex-Secretary Fish said that he could only account for the exe award on the supposition that some of th Witnesses before the commission committed perjury, ashe believed Mr. Delfosse to be of perfect integrity and impartiality Whether or not Mr. Delfosse’s Briti fi partial commissioner, the United ing consented te his appointment, justify a refusal to aecept the decision on this ground. But th vision in the treaty of 1871 that. in the fishe- ries commission as in the Alabama claims commission, the decision of a majority shall be binding onboth governments. Consequent- ly the United States is under no compulsion to submit to this extortion, having a technical escape. But, afterall. it should be considered that the omission of the provision declaring that a majority vote of the fisheries commis- n should be binding. was undoubtedly an since, if a settlement of the question tory to both countries were possible, ‘d commissioner would unnecessa and the section of the treaty providing for his appotutinent would be without significance. It remains for the government to decide whether the country shall snub a chosen arbi- trator, and disturb friendly re Ss With a neighbor for the sake of a few million dollars, or pay up like a “little man” and resolve to keep a sharper lookout against being outwit- ted in the future. re cannot ymmission’s: Sewer Gas in Houses. The tendency of recent inquiry cause of disease in cities is to trace much of it to the presence of sewer gas in city houses through defective plumbing or modes of ven- tilation. At the of the Medi y the subject of sani- tory reform was diseussed, and the import- ance of bringing about some improved modes of ventilation was dwelt upon. It was s1 gested to carry off the foul gases by running a flue from the waste pipe up through the ehim- hey if possible, so that the zas may be burned and destroyed, and out of the house. The city authorities, it was held, should compel every owner to erect such chimneys, 100 feet high if necessary. to get a good draught. Another Method suggested was to pass the gas through a pipe near some large manufactory into the tall chimney. Objection was made to the com- mon methods of ventilation, because they ear- ry off more good than bad air from a hallor room, and because draughts of cold air are created, irritating to sensitive lungs and the cause of those seriaus eolds which are caught no one knows how. A small pipe should be placed at the back of every seat in a school room, hall, or church. a little higher than the head, with a slot in the side nearest the head, through which a draught can be ere- ated by well-known mechanical methods, car- tying off the exhalations that naturally rise and gather round a person's head. Hospital beds could be similarly Gtted with tubes. It is painful to note the irreve ent spirit with which the papers are disposed to treat our tal- ented Commissioner Le Due. His schemes for the cultivation of tea, dates, figs, &e., are see- into the onded by all sorts of suggestions for adding to | the products of the country. One paper ad- vises the planting of a large area with ehew- ing gum to help the failing supply. Another thinks that the Dismal Swamp could be util- ized for the production of bon-bons, and sug- gests that the Commissioner at once send abroad for a supply of the best bon-bon seed.
