Loxpox, March 8—0 a. m.—A meeting of tho Europoean Congross at Borlin about the 25th of March may be looked upon s sot- tlod, Russia, Austria, Italy, and Germany having consented. Eogland and Franco have not yet beon hoard from, but they ean hardly rofuse to sond Plonipotentiaries. Yot thera cortainly ia o decided roluctance on England's part, and rumors, which I have already tele- graphed you, to the effact that England may refusa to participate in tho Congross, ato so circumstantial and direct that thero is rea- son to give thom somo consideration. At any rato, it is quito probablo that EZNGLAND WILL WAIT until the terms of tho proliminary treaty are officially cummunicated beforo deciding. It should bo understood that the documont sign- od at San Btefano is not a treaty, butonly tho preliminary articles to be incorporated into a dofinitive treaty and ratified at Bt. Potorsburg and Constantinople. Tho terms which have been telographed aro not official, although probably thoy are ncarly correet, and, until the full text is known, England is disposed to remain silent ns to ler in- tentions, - PRINGE DISMARCE will preside if his health will permit, but otherwise probably Prince Gortschakoff, It should bo remembered that, although the assembling of tho Congress scoms cortain, thero was equal certalnty folt three weeks ngo that it would assemble at Daden Bndon, 88 the same Powers bhad accopted that placo ms have now ogreed upon Berling yot, less than o week later events oocwrred which scemod to destroy all bopes that any Congress would bo held at all. Tho situation is not so critic- &l as it then was, and thereforo there is less reason to fear a sudden altoration of the present programmo; but it is not impossible that oven yet somo untoward event may oc- our to cause the dolay or abandonmont of the Congroas. BILVER is sgain lower, owing to further tendors of India bills, but American bonds rotain their strength in spito of speculative eales and a declining market in other securitics, TIE CONGRESS. BISMARCK, Berum, March 7.—~Blsmarck is disinclined to attend the Confereuce, s health fs scain de- clining, and his physiclans recommend his early return to Varzia, A SURMISE, It s thought England will decline to fnvest her representative with the powers implled fn the proposal to ¢hange the Conferenco toa Cou- Eress. TEMPTING AUSTRIA, Loxnon, March 8—3 a. m.—~A correspondent at Vienna asserts that Princo Bismarck and Prince Gortschakofl will proposo at the Con- gress Austrian occupation of Bosnls, and Rus- sta will propose that the Austrians shall particl- pate in the second year's occupation of Bulgaria. A Berlin dispatch says it is pretty certain that the Austrians will occupy Albania as well as Dosnls, and perhaps also a part of Macedonia, A CHICULAR TO THE POWERS. A Vienva corresvondent telegraphs that a circular was sent hence Weduesday, proposing that a Congress bo held at Berlin tustead of & Conferenco ot Baden-Baden. As all tho Powers were doubtfess sounded beforchand, no further dolay is apprehended. & IN DAD UBALTH. Bzavin, March 7.—Tho North German Gazetle, Prince Bismarck’s special organ, juthmates that tho health of the Chancellor ts hardly good enough to permit bis presiding at the Congress. Thence the line sweeps along the coast to Yenidge, half way between Kawala and Dedagh, whence it strikes abruptly northeast to Tchirmen, a short distance northwest of Adrianople, past which latter city it sweeps due east to Hekim Tabiassi, a small seaport on the Black Sea, and about 70 miles north of Constantinople in a direct line. The east line stretches along the Black Sea to Mangalla, and from this point runs northwest to Rassova, on the Danube, thus cutting off the Dobrudscha. The latter is given to Russin, and it is proposed to exchange it with Roumania for the Bessarabian strip. The Danube from Rassova to Wid- din forms the north boundary. ———, exist. Tho treatles were, therefore, only bind- fng unt! Europo ratificd a now system. He would not enter minutely into the question of England’s attitude at the Contcrence, but, asa general privciple, Evgland wished the question to ba scttled in a European, not an oxclusively Russian, scusc, and she wished tho settlement to be durable and cquable towards thy various races and creeds. The task of tha ncgotiators was ono of 1o common complexity. The oy ernment would do ita best to bring about a sat- isfactory sctjlement between the conflieting ine torests, but It was unwiso for any man to ate tempt to predict tho result. Lord Derby's desapondent tono caused some uncasiness In tho lobby. CONSTANTINOPLE. AN INVITATION. CoxstanTixorLe, March 7.—The Sultan has fnvited the Grand Dukc Nicholas to visit the ¢ty to-morrow. Tho visit depends on the Bul- tou's yiciding to the Girand Duke's desire to be accompanicd by & mounted escort of cighty persons. THE CONDITIONS of the trealy between Turkey and Russia pro- vide that Montencero will fnclude Gatehko, and that tho southwestern boundary of that copntry will be the River Hoyana. Bervia will luclude Nisch and Little Zornik. AN ORDER DISOBLCYED. Ap the Russian headnuarters it is positively stated, that, when the British (floct passed the Dardanclles, orders camo from Bt, Petersburg to march into Constsutinople, but the Grand Dake Nicholas took upon hiiself to disobey the cummand, and ouly moved forward in the direc- tlon of Constantinople, scuding, at the samo time, to 8t.
