Our dispatches show that the Conclave which began its session at the Vatican Mon- day has reached a result in the balloting for Pope sooner than was expected. A choice has been made in the person of Cardinal Joachim Pecci, Archbishop of Perouse and Chamber- lain to the late Pope. He was an Italian Cardi- nal; was born at Corpenetto, in the diocese of _ Arragui, Mareh 2, 1SI0, and is sixty af age. He was ereated Cardinal on Decem- ber 19, 18k. He being a “moderate” as a the “exclusives” (who oppose concessions), and having the enmity of Cardinal Antonelli, it was a pronounced testimonial to his abilities and character that he was made Chamber- lain, and that he eame to be prominent in the line of candidates for the Papacy. it is stated that he was to have been created Cardinal at the request of the ant King Leopold L, of Belgium. to had been sent as Nuncio by Gregory XVI; but on the death of the latter, Pius. IX yielding to the opposition made by Antonelli, allowed seven years to elapse before he gave him the hat. tities of mind and heart, and his energy of character have made him, as described, “the type of a perfect card- imal.” Asan administrator he succeeded in clearing Benevento of smuggling and brigand- age, as well as of the underhand intrigues of the party of the nobility. With large faculties and a hopeful spirit, it is believed that he will be able to deal successfully with the diffieul- ties of the Papal situation in Rome. The fact that he has not created jealousies and enmi- ties in his prominent position Chamberlain is also an indication in the sam rection. In person the new Pope is described as tall and thin. His features have the marks of distine- tion. astuteness, and finesse. He has a resem- Dianee, it is said, at once to Voltaire and Riche- lieu. Although simple in manners,he is of all the Cardinals the one who carries himself with most pontifical majesty, resembling in this Pius IX.. whoin his early days passed for in- comparable. He seems to have the tact to say “ No” without offence, and when interviewed by the ubiquitous N.Y. Heraid eorrespondent upen the point whether if elected Pope he would reside at the Vatican or in Rome, an- swered. smilingly, * You will inquire my ad- dress. It will always be known.” The Cardi- nal Panebianco, who has loomed up somewhat prominently as a candidate for the Papacy, on the other ha gave the reporter sour looks and a chilling reception, “listened coldly,” and replied in a harsh tone: ‘ What injury ean the death ofa Pope do to the Church? The principle will survive, because it is eternal. It will survive in spite of those who would degrade it by concessions, the advantage of which I cannot appreciate .” The new Pope, therefore, who has the tact and urbanity to deal with the modern inter- viewer, without committing himself or offend- ing his persevering questioner, may be set down as having superior qualities as a tacti- eian. The ad interim rulers of the Church since the death of the Pope have been Cardi- nals Peeei, Bilio and di Pietro. Cardinal Peeci has been characterized asa “moder ate,” and he was probably a compromise ean- ultramontanes” and “liberal According to the rule the Pope on his election is allowed to select his official name, and the new Pope takes the designation of Leo XHT. Upon the election of a Pope, if he accepts, he immediately chooses the name by which he is to be known, and receives the first homage of all present. He is next cladin the vestments and insignia of his office, and receives homage a second time. Thereupon the first in the order of cardinal deacons, preceded by a eross- didate between the proclaims the name of the new Pope. ———__-+e--— Referring to the need that the U. ment should provide a proper building for the Congressional Library, the New York Post thinks there is force in Librarian Spofford's representation that “it searcely becomes a government representing a nation of such wealth, intelligenee and power. to treat the assembled stores of literature and art of the country, Which its own laws have caused to be gathered at the capital and thrown open to the people. with such indiznity as to subject them to injury and destruction, or to equally reprehensible exclusion from their benefits.” The gold men are bothered to account forthe fact that the price of gold has not advanced on the passage of the silver bill by the Senate and the certainty that it will become a Jaw. They ex in now, however, that it may not inerease in price until the government has to become a purchaser to get enough to pay off interest on gold bonds. and that then it will goupkiting. Fora season, however, in of the fact that gold will not be needed for custom duties, there will be no special de- mand for it, but after awhile, and when it is driven out of the country by the cheaper nd government needs it, why then, Well, the gold men have been mis- taken in their past caleulations. perhaps they may be now. re The western silver papers—the Cincinnati Enjuirer, Commerciul, and others—r mend that the House pass the silver bi came from the Senate, and secure w has been gain Any needed amendment might | be secured by a separate bill, it is urged. . govern- The republicans seem to be holding their own pretty well in Pennsylvania.
