The District Legislation First Needed f the Citizens’ Commit- The Sub-Committe tee of One Hundred had an interview with the House District Committee to-da: urged upon them the separation of the ques- tion of the government's proportionate contri- bution towards the expenses of the District. from any question of government for the Dis- trict. It was represented that in view of the urgent nature of the case prompt action should be had by the Committee and the House fixing this equitable proportion. in order that the material interests of the District may find seme relief from the present erushing bur- dens, anxieties. and uneert us that the suggestion of the separation of these questions was a very proper one. What- ever may be the action upon the question of District government, its diseussion is sure to lead to protracted debate. It ean hardly be dealt with until very late in the session: but the simple question of the equities be- | tw the District and the general government ought to be disposed of readily. To be of the most service for the relief of the great depression here, it is requisite that legis- iation upon this point should be prompt. The passage at this time of this measure, estab- lishing definitely the government's proportion of the expenses of the Capitol city, would, by restoring confidence and affording some pros- pect to the impoverished taxpayers, of being able to relieve their property from confisea- tion, at once set industry in motion. Builders and mechanics, who have so long been idle, would be encouraged to enter upon opera- tions for the coming season that would gi vyment to many hungry people; but if sure is delayed until late in the sum- mer it will be too late to block out work for execution this ye When it is ¢ wholly without m red that this Distriet is s, either of wealth or business, to meet the enormous outlays neces- sitated by the magnifi of the plan of the Federal city: that one-half of its preperty, and the best half, is owned by the United States, and pays no taxes; that the other half is now mortgaged for more than one-fourth of its value by a debt contract- ed by agents of the general government in the improvement of the seat of gov- ernment ; and that the people of the District have been so completely prostrated by these burdens that more than tvo-/i/thsof the entire real estate belonging to citizens is now held by the District of Columbia under purchases at tax sales,—when all these things are taken into view it will be appreciated why they are anxious that some measure for their relief should receive the speedy consideration their Appy condition requires, Another War in Greece. The for. mer charge the latter with fighting the new Substitute their wares from a selfish desire to maintain the exorbitant prices which all kinds of butter command at this season of the year. It is also claimed that oleomargarine, while cheaper, is a better article than the in- ferior grades of butter. The butter men think that this claim is sufficiently overthrown by the actions of those who advance it, since. it is alleged, they are constantly endeavoring to evade the law which requires that the word “oleomargarine” shall be plainly stamped on packages containing that substance ; and the attempt to conceal its true character and pass it off as butter, isa confession of its inferiori ty. The butter men have the best of it on this point, since several persons have been already fined for violations of the requirements of the law which permits the manufacture and sale of the article in question.
