Adjusting the Financia! TReintions of the United States te the District. We have examined with some eare the amendment to the 1th section of our tax law offered by Governor Hendee in the House, and published in Tuesday's Star. It bears serutiny well. and appears to usa most sim- ple, and therefore satisfactory, way to settle the financial relations of the United States to | the District, the settlement of which is the one boon all crave at the handsof Congress. Every other interest of ours. calling for legislation atthis time. is absolutely insignificant when compared with this paramount one. feeting. as it does, all classes in all grades ns of life,down to tht poorest deni sguatter’s hovel. The amendment provides that the United States shall eease to appropriate, for part support of our police, fire and health departments: that it, through the Seeretary of the Treasury, shall credit to the District from and after July 1, 1877—thus including the current fiscal year—dollar for dollar, as much as the District treasurer shall deposit in the Treasury of th i to the credit of t) be so credited until the Secretary of the Trea- sury has actual proof by deposit that the peo- ple of the District have paid up their propor- tion. From this fund all the expenses of the Distriet government proper are to be paid. The Commissioners can only apply the money to purposes authorized by law or to those in- eluded in estimates submitted by them in de- tail and appropriated by Congress. The re- sult will be to establish an income for the Dis- trict of a reliable character to the extent of the tax law, subject to modification by Con- gressfand with one vehicle of expenditure only. The immediate effect will be to secure to the District for the current year an amount equal to its revenues, say a total of about $1,550,000. From this will be deducted the amount paid by the United States for the sup- port of the Police. Fire and Health depart- ments, amounting to about $150/4"; for an ap- propriation of $250,006) for general purposes : and for advances for interest on 3.65 bonds,— amounting altogether to about ##0,00, thus leaving in round numbers about $550,000 avail- able for District purposes. The estimates submitted by the Commis- sioners last month, and referred to in the text of the amendment, called for about this amount te be appropriated by Congress to enable them to carry out the purposes men- tioned in detail in the estimates. These em- tinuanee of the public schools for where rotten wooden pavements have become impassable; for the improvement of certain localities and for payment of judgments, &c. all of which, it appears, ean be suc exeeuted as a result of the passage of this amendment, while the income in the future will be sufficient ter an economical and judi- cious prosecution of the improvement of the Streets. As tothe amount the United States would have to pay under this amendment, hereafter yearly, it must not be overlooked that it will be entirely under the control of Congress, as the Distriet can have only the amount of revenues it will be authorized by law to collect, and that amount will be the exact measure of the contributions of the United States. The jury in the famous Kirby will case in Cincinnati have returned a verdict, setting aside the will as that of an insane man. Mr. Kirby was an old man of large wealth, who died leaving a will which provided for three sets of children, in addition to those bearing his name. His heirs, among whom are the wives of Donn Piatt and Congressman Ban- ning, contested the will,on the ground that the persons whose paternity he acknowledged were not really his children. The testimony showed conclusively, on the direct confession of the guilty parties, that the old man in his dotage was made the victim of three design- ing women of the most abandoned character. The Cincinnati papers all agree in declaring the verdiet a righteous one. The bill reported from the House District committee yesterdxy to provide a form of government forthe District of Columbia, has some good points, but is so loaded down by provisions that will create protracted debate in Congress—particularly that inflicting suf- {rage upon the people here—that its chances for passage this session are well nigh hopeless. The suffrage feature is understood to be the hobby of Gov. Claflin, of Massachu: . unaccountable that a gentleman of h gence and experience should be so misled as to favor the something that not only is not asked for, but which was such a frightful evil while it existed, that the people shrink with dread at the very mention of its return. We put aside altogether the provisions intend- ed to qualify and ameliorate this suffrage, be- eanse there is not the slightest p ibility that any property or other qualification will be | permitted to remain in the bill. They will be scouted at once as unrepubliean, and very few members will dare to vote for them, whatever their convictions may be. The truth directly Stated is thatthe bill, if it passes at all, will | pass with all the qualifications stricken out, and ina shape to diluted Murder Bay suffrage. But the proba- bility, we may say the certainty, is, that the inevitable debate upon the bill will in the start consume all the little time allotted to District legislation, and it will die unacted upon, as so many District measures loaded down with in- dividual hobbies e done in the past. The Congressional kettle has boiled over again, with a great splutteringand hissingand | the evolution of any quantity of steam; but all | Serious damage is obviated by the application of cooling “explanations ;* and it is quite pos- sible that these vapory occurrences are provi- dential arrangements in the. economy of poli- ties, designed to prevent tremendous explo- sions. ++e0e- It isa mistake .to suppose that the recent panic, which has caused so great suffering, is exceptionally disastrous. Statistics show that in proportion to the increased population, manufactures and commerce of the country, ahe amount of failures is no greater than at other periods in our history. 4s stated, in the four years including and following the panic of 1857 the annual amount of failures aver- aged $152,400.00, which, divided by the census population of 31,400,000 in 1850, would represent about $1.20 per head. In the last five years, in- cluding the panic year, the failures averaged $198,300,000 per annum, whieh would represent about $4.9 per head on 45,900,000, the generally admitted estimate of the present population ofthe country.
