The Eastern Situation. In case England declares war against Rus- sia, (and matters seem to be tending in that direction,) it remains to be seen whether the unnatural alliamce between Czar and Sultan will not be sundered, and Turkey's pro-Rus- sian ministry disappear, as the Sultan places himself by the side of his hereditary ally. It has been Turkey's aim all along to precipitate a confliet between England and her over- powering adversary, and her latest moves, be- sides being suggested by her helpless con- dition, are, as far as results are concerned, in accordance with this polic But whether Turkey's diplomacy is governed by crafty mo- tives or not, she could not more effectually urge England to the war point, if she designed to doso. Austria, too, is ina belligerent mood and Russia’s treatment of her so far, has not been especially conciliatory. Bismarck de- ¢clines to express his views, or advise a course for Germany until Eastern matters become more settled. The aspect of affairs changes so rapidly that the prudent German will not commit himself. But we may be reasonably eer- tain whether Germany decides for peace or war She will enjoy a large share of the profits of the | complications. If Bismarck concludes to join Russia, it is likely that France will be drawn into the scrimmage. The course of Italy is doubtful. Her jealousy of England’s naval power in the Mediterranean, her desire for certain provinces in the south of France, and her intimate relations with Germany, might Serve to indicate her preference; but recent official utterances and the tone of her press make the matter all uncertain again. Per- haps she has come to fear England less than Russia. Constantinople, London, Vienna and St. Petersburg are making history rapidly, and soon the decisions of Berlin, Paris and Rome will help to swell the list of important events of the nineteenth century. The nature, extent and results of the European war which is new impending cannot be predicted. Nothing but the exereise of extraordinary caution. moderation and wisdom by the Euro- pean powers can prevent a terrible collision of great forces. +e ___. Just So. The general expression of opinion by the in- dependent press is that the revival of the Lou- isiana controversy just now is unfortunate, and isin the interests of nobody but the stir- rers up of strife and bitterness. The New York Post states the case very fairly thus: “A good deal has been said on one side about the unfairness of instigating political prosecutions in Louisiana and of the violation of an agreement which such a proceeding in- volves. A good deal has been said on the other side about the absurdity of including amon; these improper prosecutions indictments an trials for erimes—perjury and forgery, for in- stance. There is truth in what has been said on both sides. Of course, there was no bar- gain between the federal administration and the state administration, or between the re- pattican party and the democratic party; and he attempt to create the impression that'a se- cret and mysterious contract of this sort was made, is a ridiculous waste of effort. There was, however, an understanding—not private and hidden from men’s eyes, but public and as broad asthe country, as clear and open as Sunlight could make it at the withdrawal of thetroops from the southern capitals and the adoption of a new course toward the south RGAINS!
