A cablegram from London says that no ob- jection to the presence of the English fleet at Constantinople will be made by either Turkey or Russia. The latter will welcome the fleet if the object is to co-operate in the mainte- nance of order and the attainment of a dura- ble and equitable peace. The Sultan and the Grand Duke Nicholas are to have a meeting at Tchataldja. It is now said that the offici text of the armistice was prepared last N vember, which accounts for the mention of Odessa and Sebastopol, but the preliminaries having been signed at Adrianople, the re- mainder of the negotiations will be conducted there. Turkey now objects to Montenegro's establishing the line of demareation for the armistice, and a renewal of hostilities be. tween Tu y and Montenegro is imminent. The Turkish troops have evacuated Widdin Rustchuk, Silistria, Belgradschik and Erze roum, and also the positions near Constanti- nople, leaving unoccupied the neutral zone, which is twelve miles broad. The English fleet has not yet passed the Dardauelles. A STRANGE SvIcIpE—Tuhrilling Scene Wit nessed by an Engineer.—A telegram to the N Y. Herald from Charlotte, . Feb. 7, says: The engineer of the special train leaving Greensboro, N. C., on the Richmond and Dan ville railroad at 12 m., and arriving here at 2‘ p.m., Witnessed the successful prosecution 0} an attempt at self-destruction of a blood chill- ing bat novel character. As the train came in sight of the bridge over Little Reedy creek, ten miles this side of Concord, a man Was seen walking on the bridge toward it, and, to the surprise of the engineer, never altered his course upon the near arrival of the steam horse until within fifty oo when, suddenly facing about, he stood motionless, awaiting calmly inevitable death fast approaching. The rapid rush of the locomotive caused his sud- den disappearance, and the sound of parting waters under the bridge was the last that was heard or seen of the unfortunate suicide. The train was running so rapidly that stoppage was impossible, and the fact that the down day train was behind time and close behind prevented stopping and going back in search of the body. From the slight glimpse gotten by the engineer at the demented man he iden- fies him as a printer recently working in the office of the Concord Sun, Robert Machin by name, who has for some time past evinced in. dications of insanity. Machin was a native of Aiken county, S. C., about 26 years old, a slim built man of five feet ten inches, sickly in ap- pearance, and apparently suffering from some mental complaint. ._ DISTRESS IN CONSTANTINOPLE.—The distress in Constantinople is usterly appalling. Above eighty thousand fugitives from different prov- inces, of all creeds and races in the empire, have arrived within the last ten bap f and con- tinue to arrive by thousands a day. Many have neither food nor shelter, and are scantily clad, although the winter is unusually e. The present means official and voluntary, are utterly inadequate to cope with this wide- spread distresk Mosques, schools, barracks and earavansarals are crowded. The Sultan has given up several palaces, and many wealthy inhabitants of the town have filled their houses with fugitives: but the means of subsistence are altogether insufficient. Accounts from Bourgas, Aidos, Rodosto and Tcholou are most heartrending. At the latter place, a station on the line of railway, where about eight thousand refugees, principally women and children, have collected, an eye- witness states that during the last few days about 200 have perished of cold and hunger. During the transit many women and children who died in the trains were cast out into the snow. Those who arrive here are scarcely better off.
