If the eountry really wants to establish the principle of suffrage in the District of Columbia, does he think it will be satisfied with his qualifications as to voters and officers? Will not the result be, in introducing a bill of this sort, that Congress will strike out the qualifications, and pass it in a shape re- storing Murder Bay suffrage, undiluted? +++ —___ It is stated that the Louisiana conservatives fear a revulsion of publie opinion asa result of the Returning Board prosecutions and con- victions, and that they talk of making some sort of a public declaration, to the effect that those prosecutions belong to a past, which it is better for both parties to forget. They de- clare that neither they nor Governor Nicholls have been in sympathy with these proceed- ings, and some of them intimate that Governor N.will pardon General Anderson. The re- publicans, to whom these representations have been made, reply that the fact remains that the prosecutions are going on, and that the Bourbons in the party in Louisiana seem to have control. The letter by Secretary Sher- | man, Stanley Matthews, Mr. Garfield and others, to General Anderson, printed in an- other column, has a five interest in t con- nection. ———_-++e-___ While Russia has not formally objected to the passage of the Dardanelles by the English fleet, the situation is delicate, and it is alme certain that troublesome complications will arise. The Russian people are much inflamed against England, and a war with that country would be very popular. It is intimated that since England has determined to occupy Con- stantinople by water, ostensibly to protect christians, Russia may now reasonably occu- py it by land for the same purpose. All of the moves in Russia's tortuous policy are provided by Gortschakoff with excellent reasons, based maim.y on moral grounds. Russia’s manage- ment of affairs, both in the field and cabinet, cannot fail to reeceive admiration at least for tactical ability. She has shown herself shrewd and bold in att@ming her ends. England has been mystified and made ridiculous at every turn, and now sees her rival, who has profited by her indecision, oceup’ ground both im a militar, and diplomatic sense. Constantinople is substantially in the Czar's hands, and the stroke by which a sub- } dued enemy is converted apparently into a useful ally is the crowning point in Russia's policy. In her great aim of unobstructed gress through the Dardanelles she will no doubt be su ssful.
