H. Bissell, have agreed toa series of amendments to the bill providing for the classification of mail matter and rates of postage thereon now pending before Congress. The action of the Department in sending a representative to these cities to confer with the publishers before adviging legislation which would vitally affect their Interests, establishes a good prece- dent. Measures suggested by the Harpers, Seribners and Lippineotts and approved by the Post Office Department are likely to make the dealings between government and pub- lishers satisfactory to both parties. The bill as amended divides mailable matter into writ- ten matter, printed matter and merchandise. The first class includes ordinary letters, postal cards and drop letters, and the rates of postage remain unchanged. The second class includes all mailable matter exclusively in print, to- gether with corrected proof sheets and man- usefipt copy accompanying the same. Pub- lications regularly issued at stated inter- vals from a known office of publication, formed of printed paper sheets without the substantial binding which distin- guishes the book from, the periodical, published for the dissemination of informa- tion of a public character and having a legiti- mate list of subscribers. may, on the payment of a registration fee and under other specified conditions, be transmitted as registered mat- terat the rate of two cents per pound or frac tion thereof. Other matter of the second class pays the “ordinary” rate of postage or one cent for each two ounces or fraction thereof. In books sent by maila dedication or inserip- tion may be written on the blank leaf. The third class embraces all mailable matter not included in the other classes. Articles sent must be in no ways liable to damage the con- tents of the mail bag or injure any one en- gaged in the postal service. No one package, except matter sent by authority of govern- ment, can weigh more than four pounds, and the rate of postage is one cent per ounce or fraction thereof. It is from this class that such curious contributions to the dead letter office are made. To carry into effect the pro- visions of the act it is proposed toempower the Postmaster General to appoint a superinten- dent of mail classification at a salary of two thousand two hundred and fifty dollars peran- num. This last item is perhaps the only part of the bill which, at first sight, will grate upon the feelings of the Congressman of to-day. —————~-+e-—__. Despite the reports that Stanley, the African explorer, would be treated with coolness in England on account of his shooting Africans, he has received a most cordial reception there. ‘Thursday evening he dined with the Prince of Wales, and after enjoying the hospitalities of St. James’ Palace proceeded to the meeting of the Royal Geographical Society at St. James’ Hall, where he delivered a lecture before an immense assemblage. Over three thousand persons were present, including the principal nobility and nearly every distinguished per- Sonage in London associated with science, art and literature. ———~+e-___ There is danger that the House District com- mittee in undertaking to deal with all the de- tails of taxation in the District bill may make it so elaborate that it will fail of passage alto- gether. The best course would seem to be to frame a simple measure dealing mainly with the question of the equitable proportion gov- ernment should pay for District expenses. That point settled, it should be left for the tax-payers to decide in what manner they will raise their proportion of the amount in a way not to interfere with business interests and the prosperity of the city. Forms of taxation that would be proper and desirable in different localities represented by Congressmen, would be very injurious to the interests of a commu- nity so peculiarly situated as that of the Dis- trict of Columbia. In this city, which depends upon its prosperity largely from being the re- Sort of people of culture, leisure, and some means, a heavy personal tax or a tax upon mortgages, for instanee. works disadvant- ageously by deterring investments here ; espe- cially as in the neighboring state of Maryland the tax upon mortgages has been abolished, and the personal tax is merely nominai. —_~<+e -—____ The English supplementary vote has passed the house of commons by a division of 323 to 124; the English fleet has been sent to Constan- tinople ; Lord Derby, under the changed con- dition of affairs, approves a move at the pros- pect of which, a short time ago, he offered his resignation : and everything indicates that in regard to opposition to Russia England would Guickly decide “I will” if she were only able to declare, without an uneasy doubt, “I can. 20 BUTLeEr’s PrBiication—The New York Post says sharply of the bill introduced by Gen. Butler in the House providing for the establishment by the government of a weekly publication to be known as the Oficial Adver- tiser of the United States: “The proposed sheet is absolutely unneces- sary—a fact of which Gen. Butler is probably well aware. The essential characteristic of any newspaper is that it shall circulate among the peopie. This proposed publication will not circulate among the ple. Not only is this true, but every announcement of importance which it may contain will be printed in all the newspapers of the country days before it can appear in the columns of this government Why, then, the government should waste its money in printing a decument which nobody will seé and which will contain nothing that the people have not already seen days be- fere, we cannot imagine, unless Gen. It is very inconvenient and embarrassing to have a lamp by which one is reading or work- ing suddenly scatter itself in small fragments allover the room, not to speak of the contu- Sions, the burns, and, sometimes, the general conflagration which the occurrence is liable to oceasion. The commiitee on inspections in the Maryland legislature appreciates this fact, and has reported favorably on a bill which, if car- ried, will largely protect the citizens of Mary- land from the ravages of explosive oil. Ilu- minating ofl made from petroleum and its products, and offered for sale, must stand the fire test or be forfeited to the state and a fine imposed on the manufacturer. Inspectors (not more than two for each city or town) are to be ‘appointed to test the oil. A measure similar to this might be advantageously applied in this city. The fire department is frequently called out to extinguish fires caused by coal-oil explosions, and there does not seem to be any good reason why the citizens of W; aabinaton should be blown up any more than the neigh boring Marylanders.
