An Offensive and Defensive Alli= ance Between Russia and Turkey. Preparations for the Forthcoms ing Papal Obsequles in Rome. Additional Arrangements for the Mest- ing of the Conclave. ™ ENIGMATICAL. EVERYTHING MIXED, (By Cable to The Chlcago Tridune.) Loxooy, Feb. 9—8 a. m.—Every dny sees tho gandle moved nearer tothe powder. The' British Ministry havesecured their £6,000,000, and have sent a portiomrof the floct to Con- stantinople. It is impossible to get at the real reason for paying the money or sending the fleot. THERE 18 BOMEK PURPOSE FOR THX FORMER not yot oxplained or oven hinted at by the Government, but there are good reasons for believing that the purchass of the Turkish floet is intended, and the English war-ships have gone*to Constantonoplo ostensibly to protoct Dritish and other foreign residents there, but reslly to take out the Tarkish iron-clads. Whether this can be done with Tarkish consent becomes MORE AND MORE DOUBTYUL. Every effort ia being made by Russia to foroo Turkey into an offensive and defensive nlliance with hor, and, should this result be reached, the transfer to Rusaln of Tarkoy's fleet will be part of the bargaln. It is doubtless because Turkoy is wavering in her friendship to Eogland that tho English fleet has gonosto Constantinople, bat, should she accept the Russinn alliance, I havo reason to bollove that HER FLEET WILL BB SEIZED DY ENGLAND and brought out without regard to conse- quences. This would be not so diffioult as might be supponed, for many of the jusior officers of the Turkish navy, particularly the ongineors, are Englishmen. As if some such step wero foared, it is reported that thePorto hos ASXZD THE RESIGNATION of all foreign officers. There Is no question bat that Turkey has yieldod her last lino of defense. She can resist no demand Russia may make, and It is too late for hor to get aid from England. 8Bhe Is too nearly bank- rupt to be able to maintain a lexge floet, and ENGLAND'S CLADM, in case the latter should decide to take forol- ble possession, would be on acoount of the ‘English holders of Turkish bonds. PUDLIO BENTIMENT IN ENGLAND 18 ropidly changing from a peacesble to a warlike policy. Evidonco of this fact 1s seen {n the hopeless demoralization of the Liberal party in the House of Commons, TIX TOTAL SUBRENDER OF YEATEZRDAY would never havo happenod if the Opposi- tion members felt that they had the country with them. It is known that AN ALLIANOR WITH AUSTRIA oithor has boen concluded, or can be had at any moment, and, i a European Conferonco does not begin its sittings within three or four weeks, it probably will not take place until after another war, ENGLAND, = OHDERED TO CONSTANTINOPLE. Lowpoy, Feb. 8—6 p. m.~Iu thae House of Comuions this afternoon, Sir Stafford North- cote, Chancelior of the Exchequer, communi- cated the summary of the teruis of the armls- tice. He sald thoy discloss such a state of affairs that the Government, {u view of the possible disturbance In Constantinople, has ondercd a portion of thefleet thither, not as a departurs from neutrality, but as a®rotection of life and property, The Governmeut bas motified this step to the other Powers, asking whether thoy will joln iu the movemont. It has also notified Russls. Loxnux, Feb, 8.~The Times, in a leading editorial, says that {t does noi sharein the ex- citement and alarm which yesterday's news created In many quarters, but think the time has come when the whole responsibility of ac- tlon ought to be thrown upon the Government, snd gencrons support be accorded it If the legitimate interests of the country are to be vrotected. It says: ' ‘The Governmont may have to act, and to act vromptly, It Is im- possible for the Opposition to act for them, or take their places, and It ought now to bo left to them to take the coarse they deein necessary on thetr responsibility. It Ia to be hoped that tho division of fiast 'night will close the con- troversy, which, however, properly rafscd ot the outset, {s now wholly out of place," OFPICIAL ANNOUNCEMENT, Loxpox, Feb. 8—5a. m.~The summary of the terms of armistice communfeated by Sir Stafford Northcote to the Houso of Commons this afternoon fa given In d dispatch from Mr. |, Lasard, dated Feb. 7. According to this the 1ine of demarcation fixed bythe armistice places in Russian hauds shnost all of Bulgaria and Roumelis ug to the lines of Constantinople and Ualifpoli. Three days' notice is to be given be- fure the resumption of Lostilities. ANOTHRW ARTICLE of the armistico stipdiates that the Turks sre to remove thelr arms, elc, on evacuating places within tho neutral zone which will divide the two armics. Tlo dlspatch concludes Ly stating that the Turks have commenced the with- drawal of the guns from the Constantinople lives, Sir Btafford Northeoto sald it was quite evident from this that, although the Rasslans bave not occupled the Constantinople lincs, thiey have occupied the outposts close to them, and as the lines under the provislons of the armistice are thorougly dismantioed, the Rus- slans ore able, after werely giviog threc days' notice, to ADVANCE UPON CONSTANTINOFLE WITHOUT TINDRANCE. Bir Stafford Northcoto stated that Mudurus Vasbo, Turklsh Ambassador at London, had positlvely contradicted the report from Adra- nople that Lord Beaconsticld and Layard had encoutraged Turkey to fight Ly promising En- gland’s fotervention. 8ir Stafford Northcote, replying to various questions, sald NO ANSWRR IIAD BEEX ECEIVED to tho communication sent to Lord Loftus directing bim to call tho attention of the Rus- slan Government to the Czar's assurance that tho Russians would not occupy Constantinople for military honor, but only In case of neces- sity. ‘The Chancellor declared that the present mis- slon of the flect was of & differcnt character from that upon which it was recently ordered to enter the Dardancllies, though he protested agalnst the former mission being considered an act of war. . ORDERS TO TUE FLEET. Ho read the instructions to tho Admiral oo the present occaslon, which are as follows: *‘Pro- ceed—if possible, to-morrow afternoon—with tho Alexander, Temeralre, Ruby, 8alamis, and Achilles, to Constantinaple,to protect the lives and property of British subjects, B3ir. Layard is to ask the Porle to give themeceasary orders to the forts fmmediately.” The Houeo then went {nto Committes on the Vote. s The Marquis of Hartipgton satd the diapateh of the fieot to Constanttaople COULD NOT BIE REOARDED AS 4 MXNACE to auy other Power, but might be beneficial both for the protection o} the lives of Britlsh subjects, and a3 tending Yo calim the apprelicn- slon which, whether weéll or 1li founded, un- doubtedly did exist among tho people of En- gland concernlog the Russian advaace ou Con- stantinople. Io reference to the money vote, he sald what would really have strengthened the hands of tho Uovernment would have been a unanlmous vote of confldence. This, how- ever, could only hsve beon glven {n responsoc to the full explanationot the Government's in- tended policy, THE EXTRA GRANT. LoxpoN, Feb. 8.—After tho debate in Com- mittee, the vote of £0,000,000 passed by o division,—38 to 124,~ahid _enthualastic checrs from tho Conservatives, Promlucnt Liberals and leadera of the Oppuaition, including Lord Hartineton and Mr. Forster, abstalned. Mr. (Gladstone voted with the minority. ‘The Oppo- sition hissed Lord lartington as be lett the House. N ‘The statements of the Government have been R ABRN GENERALITIES. Lord Hartington conveyed the fmplication that 1t was his bellef that the Government did not even know thelr policy themselves. Ho contin- ued: Although he had opposed tho voto as long as it wos possible ft might encourage the Turks to prolopg the war, he did wot feol jt his duty to continua the apposition now. o justification of this course be poluted to the Ministry's en- ergetic repudistion of a desire to lovolve the country fn_war, and thelr expressions of sym- pathy for the Christisns of Turkéy, 8ir Stafford Northeoto expressod his satisfac- tion at Lord Hartington's speech.
