There isa movement en foot among the school boards in England, vhich has gained considerable headway, to obtain the appointment by the government of a commission, composed of some of the best classical and English seholars of the country to reform and fix English spelling. It is very doubtful whether the plan, if car- ried out, would have the result designed. But all efforts in this direction are valuable, as tending to form a public opinion which will eventually bring the matter to a decision. With a few exceptions, due mainly to the pre- vailing tendency in this country to do away with unpronounced letters in certain classes of words, the British and Ame! orthogra- phies are identical; so the labors of the pro- posed commission will be as interesting and instructivewto us as to the English, and we may, moreover, be treated to some entertaining reading on certain American innovations which shock conservative England. All sehemes for the adjustment of our common language will receive the encouragement and, if necessary or expedient, the co-operation of thoughful Americans. The constant stream of Russian troops pour- ing into Bulgaria, the forces massing in Rou- mania, the creation of forty-four fresh battal- ions, and the tone of the Czar’s speech at the review of troops in St. Petersburg, all indicate that Russia does not look for imme¢ All the great powers except Russia have ac- cepted Austria’s invitation to a European congress, and as Russia has already assented to the principle involved, her formal adhesion may be confidently expected. But peace con- ferences do not always make peace. England will enter the congress with her hands strengthened by the supplementary vote, and Austria has definite and decided opinions on some of the questions to be discussed, and, If we may juage from her present unexpected firmness, will present them with vigor. ee The Greek government will have occasion to regret that it yielded to popular clamor and permitted its troops to invade Turkey, if the Turkish government shall carry into execu- tion its threat to bombard the Greek seaboard | in ease the army be not recalled.
