TuE POLICY OF THE ADMINISTRATION, so far as giving ofticesto democrats is concerned, has been so strongly opposed by republicans generally, and especially republican members of Congress, that after a thorough discussion of the subject by the President and Cabinet, it has, it is said, been decided to turn over a new leaf, and give to republicans the prefer- ence hereafter in Executive appointments. A CoMMITTEE of the French Chamber of Deputies has been formed to promote a com- mercial treaty between France and the United States. M. Leon Chatteau is to be dispatched to the United States with an address showing the benefits of an increased commercia! inter- course, and to convene a Franco-American | Congress to be held in Paris during the exhi- bition. OFFICIAL RETURNS made to the bureau of statistics show that during the month of Jan- uary, 1878, there arrived at the port of New York 1,71] immigrants, of whom 1,276 were males and 435 females. SysTEM OF COMPENSATING FOURTH CLAss PoOSTMASTERS.—The postmaster at St. Louis reports that for the week ending February 1, ‘1S78, 102,584 more three-cent stamps and 13,232 more postal cards were cancelled than sold. The total value of stamps of all denominations and postal cards, not including, however, offi- cial and periodical stamps, cancelled Goring the week in excess of the value of those sold. is $849.41. This would make the excess dur- ing the year $179,309.52.
