The Republican complains that we have but one argument against the exercise of the elec- tive franchise in the District of Co'umbia, namely: The clause in the Federal Constitu tion which confers upon Congress exelusive | tion over the seat of government. this is conclusive, elusive jurisdiction, and has in th it, incurred, through its agents, a debt of | | exercise exclusive jurisdiction: and in that | way exercise its undoubted right to provide | $21,000,000 in the improvement of the National Capital. W for that indebtedness. We should bea vi verdant commmunity to contest that ju tion and to give Congress the opening to say,“ Well, take the right of suffrage, and with it the right to provide for the indebtedness.” No, the responsibility rests Just where it should, upon Congress. and the | people of the Distriet ha disposition to shift this ind not the slight btedness to the! t own shoulders at the price of the meaningless | bauble of suffrage. It is no argument in that it was exertised for many ye past history of the city. It never amounted to much at the best, but in the old municipal days it was at least a harmless, inexpensive nullity, until our Murder Bay suffragists got control, and then it blossomed into a very costly and vicious affair, of no practical utility, but powerful for evil. To the Republican's eloquent defence of Murder Bay, and its claim that that classic locality with its “not more than five hundred voters” should not be held responsible for the vor of suffr vote of the District, we have to say that in | speaking of Murder Bay rule, we referred gen- erally to the “suffragists” of the Murder Bay Stripe. Murder Bay answers ‘for short” a: the designation of the whole class of “voters’ who mustered there, and in p! savory bume as “Hell's Botte Alley soose Level,” “Tin-eup Alle: town,” “Louse All Petersburg, town,” &e., Ke. Whatever the Repullicun may think, we are n that the tax-payers, business peo- ple, and all interested in the welfare of the city, are practically a unit in opposing a re- turn to Murder Bay suffrage, although many would be willing to have some form of quali- fied suffrage. But the fact is generally appre- ated that ne bill for qualified suffrage ean pass, and itis felt that the tation of the quest of suffrage now can only have the mischievous effect of defeating the great f District relief for whieh the Com- of One Hundred have been laboring. ————---e ___ Popular Loans. effort of the government to distribute the public debt in the hands of as many American citizens as possible, by popularizing its loans «nd enabling the holders of small sums to invest in them, should receive the support necessary to make it suecessful; for, if sue. cessful, it cannot fail to have good results. ‘The more numerous the class of citizens who have money in the public funds, the better for both government and people. The stability of the former is ensured by the financial inter- ests as wellas the patriotism of the governed, and the latter find a safe method of investing small savings. France, whose example is quoted on all sides of all finaneiat diseussions, by reason of the weight which history has* given her authority in such matters, is re- markable for the extent to which her debt is distributed among her citizens. Nearly nalf of her families have money thus invested. And it was by this means that she was enabled to pay the enormous indemnity demanded by Germany: the aceumulated savings of the people, and the gradual results of their indus- try and frugality were thus poured into the lapof France. In the present lack of confi- dence, men look in despair for some safe place for their earnings; but if they wish their little Stock to increase, they should not consign it to the traditional stocking, but beeome “bloated bondhollers.” If all would do this, the above appellation could no longer be twisted intoa term of reproach. There would be little talk of repudiation, in whole or part, directly or indirectly, if the debt were due to the people themselves. The The cable transmits another batch of Russian peace conditions, which, however, offer more satisfactory evidence of authenticity than any which have hitherto been received and ac- cepted by a credulous American public. They Provide for the indepen and inereased territory of Roumania, which previous reports have left out in the cold, and for the evacu- ation of the Danubian fortresses and Erze- roum, which is also a variation from the lists of conditions heretofore published. It is likely that the details of the terms of peace will be worked out bya general European conference. If the results of this m tory, new wars will ari hardly takea hand.
