As the re- sources of the great Muscovite pation on the north were gradually developed. its rulers per- ceived that the control of the Black Sea and its connections with the Mediterranean was necessary to the unrestrained exertion of Rus- sia’s power. Then the st » began wh last round has just been finished. The invad- ing Turk had established a nation, which, through advantages of position, the bravery of its soldiers, its diplomatie skill and the jealou- sies of Europe, long resisted with success the frantic efforts of the Russian power to free its giant limbs from their cramping confinement. Russia was like Samson bound: the nation’ vast territories touched the branches of the ocean only at three points,— in the extreme north where the de- parting ship was compelled to cross the Arctie circle, and in the Baltic, where her ports were frozen for half the year, and from which egress might be prevented by a few gun- boats in the Danish Sounds, and lastly, at the Black Sea, where the hated Turk, with fortifi- eations guarding the narrow passages of the Bosphorus and Dardanelles, denied a passage. The Russian campaign of many decades has been characterized by persistency of purpose, in leaders, and unflinching firmness and per- fect obedience in soldiers. The Turk isa more dashing, but less reliable, soldier ; his generals have always compared favorably with the Rus- sian leaders. There have been many interest- ing phases of the conflict crowded within the =. In 1826 the Porte repudiated the treaty of Ackerman, on the ground that compulsion had been employed to obtain its signature. and the Turks butchered the inhab- itants of entire Greek provinces; this behavior brought about the curious bination of England, Russia and France, the battle of Na- varino, the destruction of the Turkish fleet, and the independence of Greece. Then came the humiliating peace of Adr concluded the war with Rus: next, won- derful to relate, an appeal to Russia for aid against Mehemet Ali. the Egyptian ruler, which caused the mediation of England and France. Then, in 1840, came another outbreak f Mehemet Ali, repressed by England, Rus- ja, Austria and Prussia. The Crimean war, with the lease of life which it gave the Turks, was the next important event. Internal trou- Dies, caused by Turkish oppression and Rus- sian interference, culminated in 1874 in a series of insurrections. The aceounts of Tur- kish barbarities filled the whole civilized world with indignation. The unsuccessful Constan- tinople conference, the Russian declaration of war in April 24, 1877, and the campaigns of the summet nd winter are fresh in the recollee- tion. Though Russia met with reverses at fi through underrating her antagonist the last part of her campaign has been a planned and brilliantly executed. It is e that without foreign aid, Turkey will hence- forth be pushed to the wall; and her old ally England is an ally no longer. Though the time has hardly arrive@ when it is proper to write the obituary notice of the Turkish na- tion, yet its condition is sufficiently preca- rious to justify this consideration of some of the leading events of its s diversified i career. Hy drophovi: . Again. We recently gave the details of a well-devel- oped case of hydrophobia in Georgetown in which a young man was bitten by a vagrant dog, and hydrophobia did not develop until after the wound had healed and all rs of danger had been dispelled. The medical fra- ternity found none of the alleged remedies for the disease of any avail. A similar case has just oeeurred at Chicopee, Mass., where the victim, a robust, intelligent man, was bit- ten bya vagrant dog. After an interval of two months from the time of the bite, this man, not a fanciful, nervous individual tor- tured by his s, died in all the agonies of hydrophobia. Hot vapor was tried as a rem- led, the moisture throwing the sick mvulsions. The drug curari was also tested. Sufficient quantities were injected into his blood every hour to cause paralysis and almost instant death in any other person than a hydrophobic patient. The sick man Was greatly relieved by this treatment, and his convulsions were checked to a considerable extent; but no eure was effected, and the world has yet to discover a certain remedy for hydrophobia. The good effects of the drug were, however, sifficiently plain to recom. mend its use in similar eases. The victim met his death with composure, but expressed the natural feeling that strong. well man should have to go for a dog.” Mr. Murphy has a more promising field of labor at the capital of Kertucky than he-has at the national ¢ the editor of the Elizabethtown. correct. The New York World takes a gloomy view of the situation, and says the fact that the resolution will not have the effect of a law binding on the Executive is important in a legal aspect, but of little significance as ainst the moral weight of a declaration on such a subject made by nearly two-thirds of both houses. The Times remarks glumly that the fact that there is a proportionately larger | majority in the upper than the lower house for the debasement of our currency and the | Jowering of our credit, is the most telling com. mentary that could be made on the deteriora- tion of the United States Senate. The Herwd endorses the declaration by August Belmont “that the measures of covert repudiation now before Congress, and which have debauched the democracy of the west, will. if successful, put a lasting stain on our publie fame and for. ever destroy our national credit.” Evidently Wall street isin a state of mind — so o-—____ Samuel J. Tilden may possibly hear of some- thing to his advantage in case the arrested members of the Louisiana returning board carry out their threats of telling all they know of the true inwardness of the electoral count.
