The total | debt is stated to be $23,310,146.8; made up of | $22,122,941.96 Outstanding claims. This statement does not include claims audited and allowed by | the Board of Audit, but not certified in class | 6, relating to private property taken by the | Board of Public Works from the avenues, streets and alleys of the cities of Washington and Georgetown, amounting to $113,954.14. The Commissioners concur with the Board of Audit in not regarding these claims | as constituting a portion of the debt | of the listrict, but as means of the Property-bolders for extinguishing spe- cial tax liens upon their property. Asap act of justice the Commissioners re- commend the settlement of outstanding claims, and if the whole amount of $1,157 24 52 is converted into 3-65 bonds, the total amount of these bonds will be 314,900,- 4452. Among the important recommenda. tions made by the Commissioners are those in behalf of the public schools; fire depart- ment; for the appointment of a board of charities; the abolition of the sinking fund board and the transfer of their duties to pro- per officers of the Treasury departmeat; the Fevision and amenodment of the municipal ordinances of the District; the protibiting of any subdivision of real estate ou which due taxes are unpaid; the conferring of proper | @uthority upou the Commissioners by Con- gress to enable them to erect suitable bulld- ings for ihe police and fire departments, «c., & be making of @ new census rn the Dis- trict, and a final commendation of “the interests of the District to the careful at. tention and kind treatment of Congress. Under the last head the citizens of the Di: trict will note with satisfaction that the Commissioners have made a vigorous and effective showing of District needs and bur- dens. Referring to the fact that the attention of Congress has been called by prominent Citizens, in a carefully prepared statement, to the importance of a permanent adjusi- ment of the proportional expenses of the District government that should be borne by the United States, the Commissioners again direct the attention of Congress tothe prin- ciple invoived, and to which they referred in their last annual report. That principle “is the duty of the United States to pay its just Proportion of the District expenses, as well because of its interest asa property-hiolder in the District, as of the extraordinary and ex- ceptional expenses incident to the mainte- Dance of the District government in its sev- eral departments, inclusive of its heavy debt, incurred in the improvement of its avenues, streets, &c., all resulting in large measure frcm Washington being the capital of the vation.” They add with just point: “Until a fair adjustment of the proportional contribution by the United States to the sup port of the District be determined, the means Of the District to maintain and make the im- provements necessary to meet its wants, as the National Capital, will be, as now, inade- quate, and the ability of the District govern- Ment to perform its functions satisfactorily, Will be seriously impaired. When to these considerations there is added the injustice to the property-bolders in requiring them to pay, of these expenses, as they are now doting, through taxes, general and special, the proportion exacted from them, the justice of the United States making early provision for the permanent payment of its full propor- tion thereof is too clear for argament.”” The Commissioners in this carefally pre- pared report have given a good account of their stewardship, and have shown them- selves the thoughtful and vigilant advocates Of District interests; as they should be. -20e- The anti-resumptionist majority in the House was not only exceedingly small, but ‘an analysis of the vote shows that the West is not as much demoralized by the green- back craze as had been supposed. Illinois Voted 7 nays against 12 yeas, lowa 6 nays against only 2 yeas (all republicans), Michi- gan % pays (including 1 democrat) and no: a Single yen, Minnesota 2 nays and not a gle yea, Obio7 nays to 10 yeas, and Wiscon- sin was equaily divided—2 yeas and 2 nays. The fact should be taken into consideration that the sturdy German element in the West, which is almost solid in behalf of sound money, is likely to exert a decidedly healtby influence in bringing that section Fight on the question, in the longrun. The German vote, there, is too heavy to be alien- ated by the soft money politicians. _————— The political atmosphere of France is again squaliy. The cabinet of nobodies given a military and imposing appearance by its general-president, has been disre- Spectfully treated by the chamber of depu- ties. By a vote of 523 to 208 the chamber has refused toenter into any relations with it, MacMahon Is angered at this repulse, and declares himself in favor of resistance. The fall meaning of his deflance will become evident when the budget is refused by the chamber.
