But it must be considered that te vote was taken in a thin House, and that many of those who voted for the bill did so for «‘bunkum,” and in the expectation that the Senate would re- Ject the measure. This bill provides for the coinage of the silver dollar of 1537, and it makes tuls coin a legal tender forall debts and dues, public and private, except where otherwise provided by contract. Shoald this bill become a law, silver can be used in | the payment of all United States bonds and other securities which: declare upon their face that they are to be paid in “coin.” Of course this would bave a most depressing influence upon the value of public securities, and would at once raise the cry 1n Europe, ‘where these securities are largely held, that the United States had repudiated its debt. The argument made by the silver men is thai the silver dollar was a legal-tender at the time the greater part of the public debt was contracted—that silver was not demone- ized until 1573, and consequently that the payment of the debt in silver will be a com- pliance with the terms of the contract. On the other hand it is pointed out that the silver dollar was really out of circulation, and was hot looked upon either by Congress or the purchasers of the bonds as the “coin” in which the debi was agreed to be paid. There can be no doubt that the passage of the silver bill will have a disastrous effect, both upon the national credit, and upon pri- vate business. The silver coin is a nuisance now in trade, from its weight, bulk and abundance. Every purchaser and every seller receives it with the same reluctance that the clumsy old copper cent “of our dad- dies” was received in its time.
