TRANSFERRING CoNnvicts.—The recent decision to transfer District convicts from the Albany penitentiary to Baltimore, be- cause it costs less, is not the only move in tbat direction for economy's sake. CHARGES AGAINST COMMISSIONER Ery- AN.—Pending a report ou the confirmation of District Commission Bryan, whose appoint- ment is now under consideration — Sea- ate committee on the District of Columbia, over a dozen distinct allegations why the Senate should not contirm the appointment have been made. The charges were in such i lar form and of such a varied charae- ter that @ sub committee consisting of Sena- tors Ingalls, Rollins and Merrimon was ap- fre to consider them. Preparator; his work, Senator Ingalis has notified the Persons making allegations to pul them in proper form in writing.
