THE EVENING STAR. | ASHINGTON: | WEDNES DAY... @ctober 31, 1877. CROSEY 8. ROYES..... Arerage sworn Daily Circulation over | 17,500-being more than three times that of any other daily paper in Washington, and more than that of «ll the others added together. The French ‘sit ath ‘The news from France continues to show the hesitancy and indecision of the cabinet in their present embarrassing position. They | are unable to advance and unwilling to retire. The volcanic character of French politics and the curious intermixture of contending factions in the legislative bodies, make it a bazardous matter to predict what the result of the present turmoil will be; but it now feems as if the crisis would be passed in safety and the republican form of govern- ment in substance retained. The monarch- ists in the cabinet and out, including Mac Mahon himself, are in spite of their bold front, dismayed by the result of,the last elec- tions, and well they may be. Tae French people, never very forward in voting against the government, have in spite of the tre- Mendous pressure brough to bear upon them, given the republicans a majority in the house of deputies of more than a hundred over the combined forces of the opposition. It must be boren in mind-moreover that this opposi- tion to ihe majority is not united by any common bond except dislike of the Teputlic, and that the different factions are continvally coutending and intrigaing for ascendancy among themselves. The cabinet is now divided and irresolute«s to the course it sball pursue. MacMahon’s past actions lead one todoubt whether he is of the stuff of which dictators are made. Though stub- born in bis wpinions and a thorough legiti- mist, he has not hesttated to accept office or promotion under every form of government that bas predominated in France during his | political career: and he bas always,at the last pinch, yielded to power or the force of public opivion. There are reports that the crown has been offered to the Comte de Chambord, and a coup }elat proposed, but Henri V. is too sagacious to accept what is not in the power of those who offer it to give nor in histo retain. The increasing power of the Bonapartists and the tone assumed by them is beginning to alarm the Orleanists, and & coalition is possible between the latter party and the republicans, which woull give | them the control of the senate al would completely baffle the Bor Gambetia’s recent speech, which attacked the Bonapartisis, bat spoke in con’ tones of other parties, is sald to po partist senemes. direct ‘bus, amid the fea’ ousi trigues of its opponents, the republic may | “pluck frem the nettle danger the flower safety is suggested that MacMahon, i in orderto le. himself down easily with as Hittle of the appearance o: a surreadertobis Opponents as possible, will ask for & dissoln- ton of the new house of deputies, witch, be- ing refused by the senate. his cabinet will tender their resignations. Thus they will ap. pear to bend to the will of the senate, and not to the republican house. Oa the whole, the chances seem to be favorable for the re- publicens. They have a large majority in | the house of deputies, can control the senate by coalition wiih the Orleanists, meet only a divided eremy. are well organized ant under an able leader. M. Grevy, the sue- cessor to Thiers, tu the republican leader- ship, bas been spoken of so contemptuously by the monarchist press in France that there is perhaps a danger of his being underrate! in the American mind. He is a man who long before Thiers’ death was sugzested on account of his integrity and ability as that leader's immediate successor. He was born in 1513, and is now consequently sixty-four years of age. He studied law in Paris and Tose to considerable distinction in tits pro: sion, not asa sensational but as @ keep sensible pleader. But the events is diverted bim from legal pursuits ata brought him into political life. In the exercise of the difficult functions of commissioner to the Jura and as a member of the constituent as- sembly, he became widely known «sa firm, consistent and upright man. As President of the Assembly he is described as «the incarna- tion of dignity and presidential authority.’ The important duties of this office were p>r- formed by him with ability and impartiality. He is quite conservative in his tendencies, and bas at times been almost as strenuously ‘Opposed to the fiery republicanism of Gam- betta as to momarchy. His political course bas been one of extreme consistency to prin- ciple, and he has on several important occa- sions voted in opposition to the liberal party. He also opposed the return of the Orleans | Princes, and declined to participate in the | Tevolution of the 4th of September, being at | variance with his political friends in both cases. He is a man on whom dependence i can be placed for great prudence in forming plans, and for bravery and steadiness in their execution. The republicans have no need to be ashamed of their leader. ———_- «+e -—__ It seems that the purpose of Governor Wil- liams has been to appoint Mr. Voorhees to be the successor to Senator Morton, on the | xi death of the latter, but it is said that some of | the western democrats think the position | should first be tendered to Mr. Hendricks. Mr. Morton is a man of tremendous will, and if be really thought his old adversary, | Hendricks, was to occupy his shoes, he might conclude to get well. In reference to the recent letter of Justice | Strong, explaining his course upon the elec- torai commission, some of the papers have spoken of bis vote as “the determining vote” in favor of Mr. Hayes for the Presidency. At the tinie, however, Justice Bradley was held to be the umpire, giving the casting vote, as he was the fifteenth, or odd member elected by his four colleagues upon the beuch, under the provisions of the act of Congress. Prop- | erly speaking, however, no one member of | the commission, certainly no one of the Jus- tices who were members, should be designa- ted as the umpire in a question supposeito be setthed judicially, and not upon party Imes. If, as stated, the English mission was ten- dered to Mr. Welsh under the pleasiog delu. Sion that he would decline, that «ielasioa has been disyelied. Mr.Welsh accepis. He doss so “reluctantly,” it is stated, bat it would Sppear to the ordinary mind that he accepted | with cheerful alacrity—almost before the ink | was dry vpon bis appointment.
