The Washington Monument. } The board of engineers detailed to examine | the foundation of the monument, in their report stated that it had settled 8.42-100 inches and that consequently it would not be safe to place any further weight upon it. The monument society successfully combatted this opinion, showing that the engineer had selected the wrong stone for the bench-mark, ard that there was no indication whatever of the monument havesettled. The board of engincers, it 1s now understood (as stated In Saiurday’s STA*R), admit that they selected the wrong s for the bench-mark, and that as the stone adopted by the architect of the moonment for the bench-mark had been removed there were 10 meacs left of determ ning whetb movument had settled. The act of Conxress making the appropria- tion for completing the monument. provided that the foundation should be examined, and if found mM sufficient'y strong to susta. the weigh to be ut upon it, te should not be used for continuing the work Without further action of Congress. TI board of engineers bavi s is understoo!, | admitted their error as to subsidence of the monnment. and that their report amounts tc : t respect, there is no evidence | 2 the foundation « ts in perstrac Proposed to be erected up. quently there is no reason w priation should not be apy intendet and work upon the monument engineer board has b: any weat p is nO necessity for it. Why do Commission take steps to sie: is known that resid bility of the soundation, and j that tw f ie whole numb } maining ember of the commission coincide with them in opinior = The villitier of Washington business men who bas access tothe columns of the Balti- more Gazet(e now changes his base slightly, and, instead of charging that “the citizens’ committee of one hundred are interested in a ring job to incur a further debt to the Dis- trict and increased taxation,” now says they are working “in the interest of the First Na- tional Back, of New York, and other holders Of the securities of the Iistrict of Columbia.” Well, if the Cazerfe thinks this sort of mis- representation of the motives and purposes of the large and respectable boly of citizens of the District Indicated will pay, it can go abead. ———+<+2 Dispatches from Rome announce tkat the Pope through the feebleness of advanced age bas sunk into a state of habitual somnolency, which is a source of great uneasiness to his pbysicians. This critical condition of the head of the Roman Church brings the matter Of the election of bis successor into promi- nence. The Pontiff wasoriginally electei by the clergy and people of the diocese of Rome, afterwards by the Cardinals in conjanction with the former electors, and finally by the college of Cardinals alone. But this eolleg is So constituted that the origina! electoral bodies have also a representation in it. The Cardinal Bishops represent the bishops of the Roman syzod, the Cardinal Priests appear for the parish clergy, and the Cardinal | Deacons are the heads of the populr electo ral districts of the city. The college when complete cousists of seventy members, but of late years has not presented the fall num- ber, lacking generally from ten to fifteen. The process of electing a Pope presents some interesting peculiarities. On the altar of the chapel in which the college meets sands a consecrated chalice for the reception ©. bal- lots. Each Cardinal writes his own name With that of the candidate whom he prefers on a ticket das he approaches the altar for the purpose of depositing it and then re- tires aga'n, he kneels and repeats a prayer. After an impressive pause, designated ofi- cers take from the cup the yotes that have been cast and proceed to count them. A two- thirds vote ts required to elect. If no candi- date obtains the requisite number on the first ballot another proceeding, called the election by access, from the fact that any Cardinal has the right to accede to the vote of another by altering his ticket according to a pre- seribed form, decides between the contest- ants. As soon as a is made the ballots fre burnt. Since oaly Italians have been elected to the office of Ponti, so that jong usage has made this nationality a ne- essary qualification for candidature. Pio ype, Was elected June 15, 1516, ous vote Of the Cardinals, and w in his #5'u year Cardina} Panebianco is said to be the fa- vorite candidate for 2 succession an a cording to report he has the end« Pinx IX. for his place.
