Given said the occasion re- minded him of the preliminary steps of the mustering in of forces for campaiga pur- poses, and it occurred to him that it would Lot be inappropriate, in honor to their worthy chairman, to designate this organi- zation as the “Rigg’s Legion.” {Appl jause.) Such apathy as has been manifested by the people Of this District the past few years, iu view of their financial condition, was to him surprising.
