This is the sys- tem under which Philadelphia has grown so rapidiy in riches and population since 1846. The commission say that all the jence before them tends to stow that there must be a speedy change in Maryland of the mode of assessing property and levying taxes. Even if the state could sustain itself, as it cannot, the people will not long submit to the ine- qualities and burdens of the present system. ‘The system in Maryland is breaking down, as it is in New York, through the faflure to assess personal property, known to exist, in defiance of the tax gatherer.
