LETTE&R OF THE SECRETARY. The Secretary of the Navy has submitted to Congress a letter setting forth the amount of the deficiency in the pay of the navy, the naval hospital fand, and the fund for the pay of the marine corps, at the close of the fiscal year ending June Seth, 1877. He re- serves the report of the deficiencies for con- strociion and repairs arising out of coutracts with individuals for clothing, steam mi chinery, &c., for the reguiar session.
