And it must be ad- mitted that he wins the Speakership fairly by reason of his abilities as a parliamenta- rian and his experience in the chair. Hehas also a robust physique, and consequently the requisite powers of endurance to enable bim to sustain the enormous labors of his post without faltering. — For several years past an effort has ben made to carve a new territory out of Dakota and some plausible arguments in favor of such a sub-division have been submitted ‘The advocates of a new territory have here tofore urged that the line of separation be drawn from east to west, and thal the tlour- ishing little town of Bismarck be made the capital of the northernmost territory. It has been represented that people living in the northern part of Dakota, having business at Yankton, the capital, are obliged to travel hundreds of miles on horseback, or in wa- gons, to reach their ebjective point, which is located in the southeastern portion of the territory on the Nebraska line; that this mode of travel is inconvenient and expen- sive; and that Dakota is nearly twice as large as any of the other territories and could be sub-divided to advantage. A movement Js now on foot to so sub-divide the territory as to make Deadwood in the Black Hills the capital of one of the sub-divisions. The principal reason urged is that a majority of the population of Dakota is centered in the Black Hillis, and that due consideration Should be civen to their claims.
