NOYES..,....Editor. | Averave scorn Daily Circulation over 17,600-being more than Uvree times that of ony other daily payer in Washington, | and more than that of all the others added together. | In treating with the Sioux the President finds himself hampered by the previous ac- tion of visiting commissions and Congress. | Every arrangement it seems has been made | for the removal of the Indians to the Mis- souri river; suppiles are awaiting them there; and dwellings are in course of erection for the head men of the nation. Under the cir- cumstances therefore the President undoubt- edly has done what he believed to be best in refusing to heed their request to be allowed to remain where they now are. He madeone very important promise, however, which the Indians and their friends will not forget— | that next spring the land Included within the | limits of thetr reservation shall be surveyed and each family allotted a homestead as a permanent residence. The great trouble is that what the President styles the Grand | Council of the nation changes every two years, and that the promises made to the | Indians by one Congress are too frequently utterly ignored by its ‘cessor. It will not be surprising if trouble should grow out of the removal of the Indians to the Missouri this fall. From all that we can hear he is an honest and effi- cient officer, and has been eminently suc- cessful in defending trict interests in the courts, and especially in protecting the tax- payers from fraudulent claims. His ptomo- tion to his present position at an Increased salary and without any solicitation on the part of himself or his friends, seems to have been solely in recognition of his faithful and | important services. Senator Whyte, of Maryland, is another prominent democrat who will give a cheer- ful report to the President's policy. It is certain that a majority of both republicans | and deroocrats In both houses of Congress are friendly to the President, and in consequence any one who factiously fights his measures Will be leading a very forlorn hope. The Postmaster General is sound on the question of clerks going home to vote. He Sees no reason why they should not exercise their rights as American citizens by voting. He will give them leaves of absence to go home to yote if they desire to do so, the leaves to be deducted from the thirty days leave annually due them. They can do just as they please about it. If they don’t care to go they can remain, and such action will not result to their detriment. ROF.
