Gammel be seme ——____-<+e-—___ In his speech at Mansfield, Ohio, last night, Secretary Sherman pretty clearly demon- strated that the way has been paved for a much more economical administration of the affairs of the government than formerly. The saving to the government from the reduction of the expenses of the larger cus- tom houses he puts down at $7213 a year. Since March last the government bas also made a reduction In rents by wnich it will save #55 S52 @ year; while the contract for the erection of the State, War and Navy depart- ment building bas been changed so as to reduce its cost over #700,000. The Secretary likewise asserts that in the management of the finances of the government and the dis- position of the bonds since the Ist of March last, the aggregate saving will be no less than $3,051,000 @ year in coin, and that this process of saving has just commenced. In regard to specie payments Mr. Sherman explains bis views by saying: “ What I mean by specie payments is simply that paper money ought to be made equal to coin, so that when you receive it It will buy as much beef, corn or clothing as coin. A depreciated paper money cheats and robs every man who recelves it of a portion of the Teward of his labor or production, and in all times it has been treated by statesmen as one of the greatest evils that can befall a people.” Believing that specie payment, or | @ specie standard, is pressed by the great | body of intelligent men who have made the subject a study, the Secretary says the ques- tion is as to the time and mode by which this may be brought about, and on this subject no man should be dogmatic or stand without Yielding upon a plan of his own, but should be willing to give and take, securing the best expedient that public opinion will allow to be adopied. j As to the resumption act the Secretary | says Congress makes it his duty to prepare for resumption in 1579. There are two ways of doing this—either todiminieh the amount Of notes to be redeemed, which is commonly called a contraction of the currency, or by the accumulation of coin in the treasury to enable the Secretary to maintain resump- tion. Since last March, currency and gold and silver coin and bullion have accumu- lated to the amount of $44.340,432. From the frst of March tothis time there has been added to our coin reserve €2),000,000 by the sale of bonds without disturbing the money market, and with gold steadily on the decline the public debt has been reduced since the Ist of March the sumfof $20,441,821. In Mr. Sher- man’s opinion the same progress that has | been made since the Ist of March, if coatin- | ued twelve months longer, will certainly bring us to a specie standard. He further says he feels confident im saying that if uno- disturbed, with or without change of the law, every dollar of United States notes will be- fore the time fixed for resumption bring as much as an equal amount in either gold or Silver. The Secretary, it will be seen, tenaciously adheres to his financial theories. It now re- mains to be seen what effect his speech will ave on the coming election. Its members are quite encouraged by the success of the workingmen’s party in Louisville, Kentucky, the other day in electing five out of seven members of the legislature, and of late frequent meetings bave been held to perfect a plan of opera- tions for the approaching fall elections. Opinion is divided on the potnt whether to have candidates and a platform of their own, or whether they should merely limit their influence to the endorsement of candidates Who will accept the workingmen’s platform, and givea written pledge tocarry out the Measures which the latter will recommend. The feeling preponderates in favor of inde- Pendent action,on the assumption that the Profesional politicians are not to be trusted. Meanwhile the republicans and democrats lust for the suffrages of the workingmen, and are trying to devise some way of captur- ing them.
