_ EVENING STAR. WASHINGTON: FRIDAY.. «++. July 20, 1877. CROSEY 8S. NOYES. Average sworn Daily Circulation over at the rate f 15 ante per week. GO samss per month, $1.75 for thres months. or @3 for 8x months. BF” The money (o pay fer the time required must im @il cases accompany thaorder, Otherwise the paper @nmot be sent ——___-+e-___ There is talk of another new party. [t is Believed in some quarters that should the Yepublican party adhere to its name and or- ganization the democrats will walk over the course in the next Presidential campaign. Some of the dubious republicans are report- ed, therefore, as considering the feasibility of organizing a new party, which, while re- taining most of the members of the republi- ean party, will draw largely from the demo- cratic ranks and secure a@ division of the White and consequently of the black vote of the south. The attempt to resuscitate the old whig party was @ dismal failure, and the new organization is to be known as “ Toe Waten Party.” Nothing authoritative can He learned of the movement, but the know- ing ones assert that early in October a na- tional caucus will be held in Warhimgton to organize and set forth the principles which Will govern the new party. Parties, like poets, are born, not made, and the atiempt to create a“ Union party” will probably have the seme fate as did the effort to revive the Whig party. The republican party may very Mikely be beaten in the next Presidential campaign, but it has a good many elements of vitality in it, and quite possibly it may ©utlive a defeat in the next Presidentiai pear mis +s02- Governor Matthews, of West Virginia, and President Garrett, of the Baltimore and Obic railroad, will persist in addressing the President of the United States as « His Excellency.” The official designation of ef Magistrate is simply “ The Presi- "that Utle having been adopted after much «iscussion when Congress sat in New York eity towards the close of the eighteenth century. twee Thus far this season but comparatively Jew cases of drowning at the seashore resorts bave been reported. In almost every instance the loss of life is due to ignorance of the vary- Qing nature of the bed of the bathing ground ‘and of the ever-shi/ting currents which have drawn many an expert swimmer to destrac- tion. The Philadelphia Ledyer notes the fact that it was but a little while since that two ‘well known residents of the place named, both of them good swimmers, had a severe Struggle for their lives at Long Branch on account of a strong and unexpected current ‘which they encountered. These currents ©ome suidenly and disappear suddenly, Beemirg to be governed by no fixed law. The Ledyer is of the opinion that with proper ‘vigilance in patroling bathing beaches not a Bingle life need be lost during twenty sea- Bons, except among the fool-hardy and reck- Jess. —-<02-___ After her late experience West Virginia, tbrough her legislature, will probably make Some provision for maintaining state mill- tia. It must have been somewhat humil- dating for Governor Matthews to confess his Anability to suppress the riotous demonstra- dion at Martinsburg, and ask for government z00ps. We opine that if any necessity exists for the use of the military in Pennsylvania fm connection with the strike, Governor Hartranft will notcal!l upon Uncle Sam for federal bayenets, but will draw upon his Own resources to restore order. A statement by the Burea of Statistics exhibiting the exports of the principal arti- cles of British and Irish produce and manu- factures from the United Kingdom to the Waited States during the six months ended June 30, 1877, as compared with the corres @ponding period of 16, shows that out of ibirty-five articles the exportation of twenty gassmalier for the first six months of 1877 than for the corresponding period of last ‘year. Among these articles were ale and beer,(which Americans have learaei to manufacture quite as well as the English,) hardware and cutlery, iron hoops, unwrought Steel, jute, machinery, silk ribbons, station- ery, woolen cloth, worsted stuffs, and car- ets. The statement shows a marked in- crease, however, in the importatioa of wool nd of cotton goods. -20e In the opinion of the New York Post, it is ®@urious that the first demand for the inter- Terence of federal troops in the affairs of a State, after the withdrawal of soldiers from ahe state-houses of South Carolina and Lou- isiana, comes from a democratic state, and Zrom one which, if not geographically a Bouthern state, was formerly classe1 politi- ally among southern states, and not long @go formed part of a state which was re- @arded as the fountain head of the peculiar Bouthern doctrine of state rights. We have complaints of the sickening odor from the pavement works along B street, Dear the line of the old canal. These manu- factories in this central position send out a lense smoke, and the bituminous and sul- Phaurous fumes reach every part of the city By turns as the wind jes. The predomi- Bent odor which for some nights has been Ro sickening, causing nausea and violent Fetching in several instances, is like that of Durning India rubber. Asthe pavement com- Panies seem inclined to establish their ‘Works permanently in the heart of the city, i worth while for the Distriet Commis- Bioners and the Board of Health to take the Znatter in hand and cause them to move out- Bide the city limits. —__- «+e -__ The Associated Press telegrapher at the feat of the strikers war represents the federal troops as “presenting arms” to the rioters, but a special correspondent better posted in the manual of arms, states that as a train Ioved out the military came to a “ready,” Which is the third motion from the act of fir- ing. Presenting arms is a complimentary Salute to superior officers, and it is scarcely likely that the strikers are regarded as sach by the troops. s0-- Mr. Sam Randall has been considered as Standing @ first-rate chance to succed him- Belf as Speaker, but the New York Express (the organ of Tammany hall) of yesterday makes a ferocious attack upon him. That paper charges him with ‘the basest treach- ry to the democratic party,” and that “while professing democracy and fraudu- dently obtaining democratic votes in his district, he is absolgtely a republican, with mil that the name implies,” and so on to the extent of a doubie-leaded colamn. These are hard words, but perhaps they will be set Gown as interested utterances in behalf of Bome New York candidate for the Speaker- ship. —_~-<--____ Ex-Governor Packard, of Louisiana, who hhas been interviewed in New York, takes a @oleful view of the republican prospects. Hie thinks they will be defeate! in all the lose states next fall. The republicans, he Bays, will lose Wisconsin, Ohio, Pennsy!- wania, and the democrats will carry New ork by 75,00 majority. He fears the repub- @ican party bas been ruined irretrievably— @ll doubtless because he was not sustained —___- eee ——___ ‘THE WEEKLY STAR, now ready, contains Gil the Newsor the Week; the Railroad Strike Riots; bas oe fhe ne Napertettbe July Meeting of Whe nae Frat Growers’ As- tat ‘White House and BEPForD WATER, By the gallon.
