EVENING STAR. WASHINGTON THUESDAY..... ~Iuly 19, 1977. CROSBY 8. NOYPS.,. Average sworn Daily Circulation over 17,600,—being more then three times that of any other daily paper in Wash- fngton, and more than that of all the Others added together. The Star for the & Persons learwene the city may Aare T) ‘STAR sent fo thetr address oy mati, postaze prepaid, for such Perrod af trme as they may desire, at the rate of 15 ents per week. 6O comts per month, $1.75 for three months, or @3 for xix months. BF The money to pay for the time required must im etl cases accompany the order. Otherwise the paper The wars which have at times prevailed in New York between the advocates of temper- ance and the liquor Interest have invariably resulted in the success of the latter. Another crusade against the lower class of liquor dealers is about to begin, and its progress Will be watched with considerable interest, since tt promises to be an unusually formid- able movement. It is to be under the aus- Pices of the Society for the Prevention of Crime and Diminution of Tippling Houses and Taxation, which numbers ameng its members many of the leading citizens of New York. The society ts intended to be “an efficient moral and material support to the city authorities in enforcing the laws, which are now broken with impunity.” The president of the organization estimates that the police and charities of New York cost, in round numbers, about five million dollars. four-fifths of which, or four million dollars, may be saved. if the tippling houses are put out of existence. The extra employes in judicial and other departments cost a million dollars, and two million dollars are devoted to private charities to relieve the direct and indirect victims of intoxicating liquors. These figures make the i total of seven million dollars, which may be considered as laxes upon the industrious citizens to sup- port the nearly seven thousand drinking saloons of the city, of whick number but about twenty-one hundred pay Hcenses. The Society. in order to break up this lower class Of drinking saloons, propose that hereafter the license shall be s each. The society Propose not to interfere with persors who are engazed in the business of keeping hotels and houses of entertainment for tray and lodgers, but to prevent the gran’ the licenses of at least five hundred of saloons, and compel those to whom lice2ses aregranted to pay such heavy license fees as Will discourage them and induce them event- wally togive up the business. Branch socie- ties are being established in every ward in New York, and a determined effort is to be made to accomplish the objects of the organ- ization. In view of the failure of all efforts beretofore to cireumseribe the limits of the diquor traffic in New York, we have bat Little faith in the success of the new move- ment. —_—_—__-<0-— While Washington continues exceptionally healthy the high temperature of the past few Weeks is accompanied in most of our large cities by a large increase in the death rate. In New York last week the increase was 158 over the mortality of the week previous, and out of 531 whodied 520 were infants under five years of age. Most of these !nfants lived in tenement houses in filthy and densely populated neichborhoods, and were without the berefit of fres. air id proper dict, the lack of which accounts for the increased Iertality in question. In Washington there is no special increase of infant mortality which is doubtless due to our healthful cli- Mate, our wide streets aud avenues which permit the free circulation of air currents, and the emestc cleanliness of our city. +20e- On the 1¢th of § September Maine will have an election for governor and members of the state legislature. The approaching con- vention o the republicans will be looked forward to with interest. The republicans of Maine are generally regarded as of the simon pure, unadulterated sort, and should & [proposition to indorse the President's policy be introduced a lively time will doubt- Tess ensue which will end, it is thougit by well-informed politicians, in sending it to the table. Maine, says the Boston Traveler, ‘was one of the first states to throw up its @emocracy, when the democracy meant a mere body service to the slavebolders, and it repudiated Andrew Johnson almost before be knew that“My Policy” was widely de- nounced as treachery to republican princi- ples. On both these occasions Hannibal Hamlin resigne:l profitable trusts to take the Jead of the republicans, and Blaine, Frye and Hale were early at the front. These men, and many other leaders, are there still, ready to carry the republican banner where- ever principle demanis its service.” ——___-see- After reading of the case of one Thomas Kelly, & boy of fifteen, who recentiy attempt- €d to throw a train off the track on Long Island, one will be almost ready to believe that ¢: uninal propensities are transmittible irom sire to son. The father of this young hopeful is serving outa life sentence for mur- der and probably should have bsen hung. His son now confesses that he attempted to throw the train from the track in order that the passengers might be killed so he could Fifle their dead boties. Society for its own Protection demands that this young raseal should be put out of the way of doing any harm for the remainder of his natural life. ‘Where a murderous disposition is d eveloped @s in the case of Pomeroy, dlerer, there is but littlehope that us Criminals, like wine, will im- the precoe ——-2se- ch. commanding the regular Martinsburg, is a veteran so!- Gier, having served in the Mexican war an! the war of the rebellion.
