EVENING STAR. WASHINGTON THURSDAY...........Jane 2 Editor. CROSBY S. NOYES, NS ee Average sworn Daily Circulation over | 17,6500,—veing more than three times that of any other daily paper in Wash- ington, and more than that of all the others added together. Religious Proseription. The telegraph report we published on Tuesday, and the subsequent explanations ™made by the Interested parties relative to the refusal of the proprietor of the Grand Union Hotel, in Saratoga, to admit as boarders Mr. Joseph Seligman, the well- known Jewish banker, and his family, moakes us rub our eyes in bewilderment and to wonder where, and in what age, we live? As Judge Hilton, the proprietor of the hotel, takes particular pains to disciai: all par- sonality in the matter, the case rhsolves itself into one of proscription for religious opinion, and discriminates against the He- brews for their belief in their ancient faith, which until now we had @ vague idea had been definitely settled by the Constitation of the United States. As we understand the words, we call a man a Jew because that de. fines his religious belief the sain2 as whea we speak of a Christian it de: posed fealty to Christia: Soavindends ce of birth, be he American or foreigner. The new dispenss fice Hilton assumes the r the conscience of every af it does not square wit the deeree goes forth enter.” Public sentiment is w' in deciaring this to be an upon the rich humble citizen, But when app! lass of ‘people intelli. gent, loyal, moral, and charitable as are the Jews, the offence reevives, as it deserves, the outspoken condemnation of every liberal- mindad person. There are kiws, however, relating to such attempts, which should not be ignored, and we hope that Mr rite U wing at common law: “An innkeeper must receive a traveler, or the traveler may sue him.”—( Sheppard's Epitome, p: Again: “The daty of innkeepers extends chietly to the entertain. ing and harboring of travelers; finding them victuals and lodgings, and securing the goods and effects of their guests; and there- fore, ‘f one who Keeps a common inn refase either to receive a traveler as a guest into bis house, or to find him with victuals or lodgings upon his tendering him a reason- able price for the same, he is not only liable to render damages forthe injury, in au action On the ease, as the suit of the party grieved, but who may be indicted and fined at the suit of tke king. and Iaukeepers,” Keepers are restrained from selling at exor- Ditant prices, and may be indicted if they extort any greater or larger sum than those rates and prices that are imposed on their commodities.” (Ibid, ¢. 2.) And our own statutory law, commonly known as the Civil Rights bill, which ts found in chapter 114 of the laws of 1:75, provides under heavy penalties “that all persons within the juris- diction of the United States shall be entitled to the full and equal enjoyment of the accom. modation, advantages, facilities and privi- Jeges of inns.” &c. This law was passed to protect the manumitted slave, and we trust the charge will never be applied {o the dis- comfiture of the great American nation that they have denied to the Jews, to whom they @re indebted for the foundation of all laws, What the whole civilized world now concele to them as an unquestioned right. +2e-—____ The Printing Bureau. It would seem that the agents of the New York bank note printing companies tn Wash- ington have known moreabout the character Of the report to be made by the Treasury “committee” upon the Printing bureau ques- toon than anybody else. They seem to haye known in advance that this committes was to report favorably to taking away the work from the Treasury department, and giving it to the bank note companies. In fact, they Beem to have had quite confidential relations with the committee. These relations may have been innocent enough, but considering the enormous money interests at stake, and the gigantic lobby operations of the note printing companies in Washington in the Past .o get control of the government note printing, the report of the committee would, in the opinion of some, have had a more sat- isfactory look, had the agents of the com- Panies not been quite so fully informed of itsnatuge. Howeverwe do not propose to impugn the honesty of the committee, or Of their report. In fact, with mucn of its characterization of the past manage- ment of the Printing bureau, and the Openings for retrenchment and reform we an fully agree; but when the committee recommend that the whole work be taken from the Treasury Department and given Over to the bank note companies, on the Brourd that they can do !t better and more cheaply, then we beg leave to dissent. The best work, and that best guarded from coun- lerfeiting, has unquestionably been done by the Government printing bureau, and as re- Bards cheapness, it is easy to see that with the Printing bu 4 broken up, aad the Bank note companies in full possession of the work, they will be able to dictate mo- nopoly prices. But it may be said that Will be a competition tom: » by Which prices will be kept down. 3 ot abit of it. The ban'x note com- Panies will work in combination in the har- Jontous division of tie spoils, just as they @re now working in combinatioa to break down the Printing burean, and to get entire control of the work.
