Notwithstanding the fact that a Presiden- tial Inauguration is invariably made a public @eremony, neither the Constitution nor statu- be taken by General Washington privately rin public. The matter was discussed in a Cabinet meeting which decided for the pub- lie inauguration, Washington himself in- €lining to that mode. The Constitution is also silent in regard tothe place where the President shall take the oath of office.¢ Om- cial data shows that six Presi-tential inaugu- tions—those of John Adams in 1197, Madison in 189 and 1813, Monroe in 121, Join Q. Adams in 1825, and Jackson in 1%3—have have taken place in the hall of the House of Representatives; four—those of Washington in 19 and 3, and Jefferson in 1801 and 1865—have taken place in the Senate Cham- ber; and twelve inaugurations have taken place on the eastern portico of the Capi- tol. The first inauguration on the east- ern portico was that of James Monroc in 18%. This precedent was not followed until 1829, when Jackson was inaugu- Fated on the same spot. His next inaugura- tion, however, took place in the hall of the House, but thereafter every incoming Presi- dent took the oath and delivered his inau- gural address from the east front of the Cap- iol. The Constitution and statutes failing to Prescribe the manner in which the oath of Office shall be taken, or the place where it Shall be taken, there is nothing to prevent the incoming President from qualifying pri- ‘vately before any person authorized by law to administer oaths, from sending his inau- gural in writing to Congress, and from enter- ing upon his duties whenever his term of Office begins. — While the numbers of the arriving troops and the alarming nature of their mission have nodoubt been magnified, there is one explanation of their presence here that is so uncomplimentary to the people of Washing- ton that we think it ought to be repelled off- hand. It is telegraphed to a New York pa- Per, on the authority of a “prominent officer of the War Department,” that the troops ar to prevent possible disorder on the occasion of the democratic parade on the 2%h, when it is feared that through the display of offensive banners and transparencies a riot will be pro- voked. The quiet and estimable citizens of the two democratic clubs who are concerned in getting up this demonstration—Messrs. Walker, Berry, Kalbfus, Clagett, Wines, Hutehins, English, Culver, Creecy, Norris, Ball, Alien, Bell and the rest, are hardly the men to be working to create a bloody riot; and on the other hand the republicans of the city are not so sensitive and inflammable as to be provoked intoa riot by the display of democratic mottoes in a torch-light proees- sion. They would as soon think of flying into & passion over the display of democratic Toosters in the papers of that persuasion. Let us have a rest of theories of this sort to ac- count for the presence of troops here. Senator Blaine very properly repeis the in- timation that he is to be made presiding offi- cer of the Senate at the next session of that body. He is right in saying that parliam>n- tary usage is against any such action. All young members of the Senate must serve an apprenticeship before they can expect even the chairmanship ofa committee. Mr. Ferry had served five years when elected president "vation, in view of the fact that his competitor (Mr. Anthony) had been a member of the ‘Benate for sixteen years. There is a good it ts probable that both will be re-elected to the SAhate, they must be sworn in on their new credentials at the beginning of the Forty- fifth Congress. Either one would be functus ‘would ensue, the Senate being without a pre- siding officer, the Speaker of the House in the case of the failure of the latter body to elect @ President and a Vice President, would be- acting President until a new election Gonia be held as provided by the act approved March 1, 792. The Senate, being republican, will run no such risk, and Mr. Ferry will un- doubtedly give way to some Senator whose term of service does not expire on the “thof Mareh next. The Washington cor- respondent of the New York Tribune says it is not derogatory to Mr. Ferry's character or abilities to say that if bis term extended into the next Congress he would not be thought of in connection with the place, were it believed that there was any probability of itsoceupant being called in to exercis: the duties of the Chief Magistracy. Messrs. Hamlin, Anthony, Morton, Conkling, Sher- man, Edmunds, and Allison, are spoken of in connection with the Presidency pro tem- pore, but Mr. Anthony is incligible because hhis present term expires on the 4th of March. ‘He bas been re-elected, but the sam objvc- tion in the case of Messrs.
