The commitiee consists of evers. Wm. King, Wm. H. Tenney and Jo. eeph Li '. ph LADvCY: ue REPORT was read by Mr. Libbey. It opens as fol- lows: ‘The present form of government debars ns from exercising any authority whatever oa the amount of taxation imposed upon us, or any control over the expenditures of the same. The exercise of these vital powers is in the bands of strangers to us—aon.resi- dezts, not identified with aay of our inter- ests, and hevee unconcerned about the our- ens im; upon us, aad indifferent tooar soft rings, and &pparently deeming it an act of g: ace to listen to any of our grievances. Noiwitbstandipg Georgetown paid a fcont- {vot tax svfficient to cover the eutire expense of disiributing water by Jateral mains, yet, by recommenaati>s of the present Commis: tloners of the District of Columbia, amendment, at the last session of Congress ju @ committee of conferenca, without our Snowledge, was put in the District tax bill cbarging us with the same water rent as was paid in Washivgtop. Our front-foot tax of Sixty cents on each side of a street, paid for the cost of our lateral mains, was a useless tax on onr citizens, as we now fiud we are charged with the same water rent as that paid by Washington, which city paid no front-foot tax; and the report of General M. C. Meigs, a copy of which 1s hereby annexed, giving us credit for our Wisdom and Sagacity in making water free !n our city, is an ab- surdity if we are to pay the same water reat 28 Washington does. The acts of our corps- ration in making water free were confirmed by. Congress, as is fully set forth in our com- piaint to the honorable the Justices of tae Supreme Court of the District of Columb! holding @ Court of Equity, asking an ipjane Uon to restrain tne collection of said water rents. The report goes on to recite that the corporation of Georgetown had paid for tne erection of @ steam supply pump and other facts connected with the water grievance. The second complaint is that Congress baving, by act passed July 12, 1876, repeaied ail licenses and made @ persoan! tax in Heu thereof, many citizens paid their livenses prior to July 12, 1876, and are now subject to ab additional nal tax on the same prop- erty, the Commissioners deciding they have no power to return licenses paid prior to July 11, 1876. They further complain that while under their old corporation they paid all taxes, leenses and fines at home; now they have to travel two miles away to the Columbia buildings, on 4% street, and petty intrings- ments of corporation laws have to be tried in the Police = at ton, INCRE. The report reviews the gradual increase of taxes under the corporation from the year 1554, incident to the increase in school prop Ista tax of @1350n the $100 was levied, of which 25 cents was applied to the cost of | @ new school house, the eat tax ever paid under our late corporation. Tue hort yellow frock unting Derby hat, and carried a@ short riding whip in her band. Miss Marshall was dressed in sombre brown and also wore a Derby hat, but carried no ciples of republican govern- | whip. While Miss Von Hillern was freah and in good condition, Miss Marshall ex- bibited unmistakable signs of weakness, from lameness, to both of which | and at one time during the afternooa. on the forty-eighth mile, was obliged to retire from the track and rest for over three hours be- fore resuming ber journey. Miss Von Hil- lern steadily gained on her opponent, aud at 10 o’clock last night was twelve miles ahead. Her intervals of rests were less frequent than those of Miss Marshall, and at one time after walking ten miles and resting for hat an hour, she resumed the track nineteen miles without any apparent dimi culty or indication of fatigue. UP, to 10 o’clock Miss Von Hillern had w: sixty- five miles to Mise Marshali’s fifty-three walked during the four days 221 to Miss Marsball’s 213. When Miss Marshall rc- red at 10:30 o’clock it seemed evident that unless her condition greatly improved she can scarcely hope to win contest.
