We are again obliged to go to press with- out being able to a wwounce definitely who is elected President. There has been much excitement about town today over an al- deged dispatch from Senator Conover, of Florida, conceding that the state had gone for Tilden, and consequently that Til- den was elected. Careful inquiry fails to establish the authenticity of the dispatch. It would seem that nothing short of the official count wil! settle the question in the three doubtfal states. In South Caro- lina the official canvass will not begin until next Tuesday, and the final canvass will not be made until one week from Monday. ‘The result may be reached sooner in Louts- iana and Florida, but the official count in those states will not be made for some days. It calls upon partisanship to cease for a moment, that ail bonest citizens may unite in ade- mand for an honest count andan honest declaration of the vote. Tne Herald says there must be no “ku kKiaxing” of the elec tion returns, and warns Chamberlain, Pack- ard and Kel'ogg, that tney are Knowa in the north; that the honest men of both par tes regard them with jast susptcloa; and that they bave need to play vot only with common buat with vary conspicaous fair- ness. The President weil and patriotically ays that either party can afford to be dis- A@ppoivted in the result, but that the coun. try cannot afford to have the result tainied by the suspicion of illegal or false retarns. ‘Whatever may bave been thonght of ths President's action in requesting the praserce of certain prominent republicans in New Orleans to inspect the counting of the vote Of Louisiana.it must now be regarded as wise and judicious. Chairman Hewitt, of the National Democratic Comm!ttee, in response to the urgent request of prominent eitizeas of New Orleans, bas asked certain leading democrats and republicans to proceed to that Point to counsel peace and a fair and honest count. Both parties will therefore be repre sented, and the moral effect of their preseace will be ss#latary. Mejer McDonald, chief clerk of the Sen- ate, who has seen furty years service in con- nection with that body, and who has wit nessed the counting of every electoral vote since 1537, ought to be well qualified tospeak With reference to the usage of Congress in this matter. He says that from 1789 down to 1865 the usual mode was for the two houses to Sppoint @ joint commission which gener- ally consisted of three members of the Sen- ate and Sve of the House, to report the man- per in which the vote should be counted. The commission always recommended that tellers be appointed on the part of the Senate and the House. In 1457, Jamas M. Mason, of Virginia, President pro tempore of the Senave, Presided at the counting of the electoral vote. After it had been counted, and James Buchanan had been deciared electei Presi- dent, aud John C. Breckeuridge, Vice Presi- dent,a Representative, Hamphrey Marshall, @Tose and raised a question of order, to wit: Had the President pro fem of the Senate the right to declare or ‘o decide whether, or not, the vote of the state of Wisconsic should be counted.
