WASHINGTON: FRIDAY..........sovember 3, 1876. CROSBY 58. NOYES........ Editor. In @ gen- eral way, apy change in party rule is dreaded by @ large portion of oar basi- ness people, as involving the discharge of ® great number of employes of govern- mept with whom they have busivess clerks. for instance, have purchased houses On time and, if discharged, they would be unable to pay for them, and large amounts of real estate of this city would be thrown upon an already dull and giutted market. Very many other clerks are indebted to ‘Washington dealers and trades psople for goods and supplies, and if si denly thrown out of employment they would, in many instances, be unable to pay their indebtedness. The District people asa whole would probably prefer txe estab- Nsbment of straight.out Civil Service rules, s0 that government employes could feel some recurity in purchasing property in the city, and becoming idqptified with it and interested In its growth prosperity. For the reasons above named many of our citizens, without regard to politics, would prefer that there should be no change of ad- ministration; and quite generally it is con- ceded that a change involving a wide dis- ebarge of government clerks would, tempo- rarily,at least, havea depressing effect upon business interests here. But there are some who maintain that a change will be advantageous; that real es- tate Is as dull now as it is likely to be; that the influx of a new set of office holders will help many kinds of business, &c., &c. It is argued by this class that only by a radical change can the practice of administration ab- Fenteeism, so damaging to District interest», be broken up. They say that after the loud censure given by the democratic party to the abeenteelsm of President Grant and his Cabinet, and heads of bureaus, Mr. Tilden, if elected, would feel constrained to remaia @t the seat of government throughout the year, and that bis Cabinet, and bureau offi- cers, would necessarily do the same. The result would be, they assert, to restore to Washington the summer business lost to it Of late years since Long Branch became the summer capital of the nation; and thus tide over the dull season in Washington. On the whole, the people of the District &re not in & mood to exult greatly, or to be greatly depressed, whoever is elected Presi- dent on Tuesday next. itisreported that a ia war party of Sioux recently attacked a camp of Shoshone Indians, killing all but one of tue latter, Who made bis escape. Tous tue [aodiaos themselves are aiding in the extinction of their own race. The ultimatum of the whites seems to be civilization or annihila- tion, and the noble red man appareatly pre- fers the latter. a ‘We wonder what Susan B. Anthony sald when she heard that the 7th inst. nad been set apart at the Centennial exhibitioa as “woman's day.” The 7th is election day the day of all others when Susan believes that the women should cluster aboat the polls and demand the right to vote. Tne Philadelphia Hecord thinks the selection of election day was a happy thought, and says that while the men are ewployed in such duties as the holding of knock-down argu- ments, challenging voters, criticising tax receipts, watching the movemgats of sus- pected repeaters, hunting up laggard com patriots, convincing the doabdtfal and com- Dating determined opponents, the fair dis- franchised citizenesses can be admiring flowers, laces, jewels, pictures. statues, silks, tapestry, porcelain, and other beautifal Uhings invumerabie, with the consciousness that there will be no danger of having their Movements obstructed or the passageways blocked up or their criticisms overheard by the “borrid men.” According to the Courier-Journa tho re- publicans of the 8th Congressional district of Kentucky are making @ “desperate effort” to beat Durham. —— Gov. Hayes will have to be up and doing or “Uncle Sammy” will outbid him aito gether for the suffrages of the nation. Not @ day Dow goes by without a spese’, @ pruc- Jamation or @ statement from Goveraor Tilden as to what he will or will not do if elected President; all for the good of the dear people. To-day the telegraph supplies us with bis latest card ia this direction, a promise todo great things tn behalf of the public credit. We are airaid Gov. Hayes is taking things too easy out tn his pleasant rural bome in Ohio. He must wake up, call for unlimited stationery, and from now until Tuesday next keep the telegraph wires busy with messages to the dear people telling What Ae will do for them in case he is elected. -+0+- — The acceptance of the proposed armistice by the Porte is probably the beginning of negotiations which will avert, for a time at Jeast, the threatened war. Toe Tark, though ‘Vietorious in the fighting with the Servians, ‘@ppear to see the hopelessness of success ia case of adirect war with Russia, and will Probably be willing to make more liberal concessions to bis provinces. It is possible that Russia may demand more, but it is searcely probable, in view of the grave com- plications whieh any attempt on her part to Possess Constantinople, would inevitably bring about. No nation of Earope breathes easier at the prospect of @ peaceful adjust- ment than Engiand, who was but illy pre- pared to cope with Russia and her suppose! allies. Mr. Jennings, the London correspon- dent of the New York World, bimeelf an Englishman, says in a late letter that Eng jand’s army “by the side of the other Euro- pean armies is ridiculous—it would be a mere mouthful. Bat sbe has the finest fleet in the world and uniimited monetary re- sources, and both these forces would count for something 1p the struggle.” -s0e-—_— Mesers. Evarts and Schurz have given their views on the relations of the impeoding Presidential election to tue business iater- esta of the coustry, aod now Mr. David A ‘Wells, the publicist and statistician, is to be beard from on the same subject. It ls ratuer late to make political coaverts, but better late than never. oe Governor Tilden’s speech to tre democrats in New York last night, as reported by tel- egraph in to day’s STAR, is evidently in- tended to counteract, as far as possible, the effect of Mr. Evarta’ pointed statements and arguments in his speech before the business men of the great metropolis Wednesday Bight. when he advanced figures and ar guments to sustain his opinion that uelther “the public credit, the public faith, the public fame, the public peace, the public government, the public people of the United States of America would be as safe under ‘Tilden as they would be under Hayes.” Tne point of damage to the public credit by nis election is the one which the democratic candidate for the Presidency seems to have addressed himself to iast night, particularly ‘Wovarectiy reported. i, it is to be presumed, i receive such punishment for their crime ‘as will keep them out of miscbief for some years tocome. Thetr fate will be a warning | to the other bruisers, and to prevent a recur- rence of these brutal encounters let every scate enact a rigorous law against them. A few yearsago Congress passed a law appli- cable to the District of Columbia only, visiting heavy panishment, not oniy upon the principals and their abettors, but upon the spectators, and the owners of vessels or railroad trains conveying the roughs to their Pi&se of meeting. Since the passage of this act the District, which wasa favorite stamp- ing ground for the prize fighters, has not re- ceived a single visitation from them —-+see- The republican papers are reprinting Gov ernor Hayes’ letter of acceptancs as, after all, the most effective campaign document of the season. —____. «ee-______ THE WrEELy Stak, pow ready, contatos the latest inteliigence in regard to the Pre.t- dential campaign; the Eastern conflict; the races of the week; murder trialsin Washing- tov; New York fesbions for Nove nber, by Jevnie June; Lori Byrou’s love: Politica Notes aud Campaten Sqnids; Social aid Personas — Court Proceedings; Choice Stories; all the News of the Week. gensral and Jocal Poems and Sketches, Agricultural ard Hour+bold Matters, ete., ete.
