WASHINGTON: October 21, TUESDAY Not Forty Thousand. It Is @ pity that during heated political campaigns, stump speakers are not guarded {n some of their statements in reference to public affairs. Misstatements are always sure to secure @ wide circulation while cor- rections seldom travel fast enough te catch up with them. During the last session of Congress the assertion was made that the Mast of office holders in the United States had increased 40.000 In ten years, and this state- ment bas been frequently reiterated from the political stump. A careful examination Of the subject shows that the increase is ap- parent het real. The law requtres the pabli- <@iion of the Biennial Register as soon as Practicable after the last day of September in esech year in which anew Congress is to sasembic, said Regisier to contain correct lists of government employes of every deseription, together with the salaries, place Of birth, &c. The reason why the Bleuutal Regi+ter for 1573 and 1:75 are larger than any Of those immediately preceding them is Principally, because those previously pab- lished pever contained fall and complete lists of the employes of the goverument, While special care was exercised to secure ‘the fullest possible exhibit, in compliance With the law, when the Register’s were issued. for 1573 and 1575; and this result was more thoroughly attained in the last edition. To illustrate this more clearly tne following differences between the Register published in 1865 and the one issued fn 1475, these being the two editions citei,as showing the tn- crease of 40,000, may be pointei out. In the Register for 1*6 tne entire list or the U. 8. army and cadet corps is omitted, makiog a difference of 2.360. There was, when the Re. Sister for that year was compiled, no mail service in the rebellious states, and couse- quently no posimasters, postal agents, &c., for those states appear, excepting those who Owed balances to the Unitei States. Tals accounts for a difference of no less than 32,000 Mames An examination of th e Regis- ter for 1575 thows that lists of goverament employes are printed tn it whics ware never before published, such, for instance,as the Centenuial commissioners, gaugers and storekeepers of internal revenue, light- Louse employes, superintendents of national cemeteries, letter carriers, &c., &o.—the whole aggregating about 6,800 names which Were omitted in the Register for 1865. Tak- ing Into account the increase caused by the restoration of the mall service in the states lately in rebellion (about 32,000) and about 38,600 of the total iacrease in ten years is ac- eounted for. This would make tue real in- crease in ten years about 3.000 instead of 40,000. It ought to be gratifying to every American citizen to know that the country 1s not going to the “demaition bow-wows’’ by increasing its army of office holders at the rate of 4,690 a year. The season is too far advanced for waron their part, as Sitting Bull, who wants peace, seems to understand. The Most reasonable supposition with ~egard to Red Cloud's removal from the 'y is that be is afraid that his men will be moleste1 by the military at that point. Many Sioux are believed to be coming in from Sitting Bull’s camp, and it is probable that be removed from the agency tosave such of his young men from arrest. Court yesterday in the Southero tasurance cases, printed elsewhere in this paper, wiil be read with less satisfaction by the com panies than by the insured persons or their heirs. The court decides in brief that the policies are, as the companies elected to in- sist, extinguished by nou-paymeat of pre miums, though caused by the existence of ‘war; but as it was without fault of the as- sured the latter are beid to be entitied to re- cover the equitable valueof their premiums, ‘with interest from the close of the war. It is that in estimating the equitable value of a policy no dedaction fsbould be made from the precise amoaat Which calculations give, as is somstimes dove where policies are voluatartly sarren- dered for the purpose of discouraging suca surrenders, and the vaiue should be taken ‘88 of the day when the first default occurret im payment of the premium by which the policy became forfeited. In each case rates of mortality and interest used in the tales efthecompany will form the basis of the calculation. The decision will oriag neetet relief to hundreds of impoverished southern | families. As the companies are requirad } to return these premiums, with interest a1- | ded, the aggregate sum to be repaid wili be nearly double the totai amount of the | premiums received. as there is gearly six- teen years’ interest.
