Influence of Fall Elec- The Corrupt ome One thing Is apparent from the experie aces of this Presidential campaign, and that is tne necessity in the Interesta of the fairness of the franchise and the purity of national politics that there aball be one uniform day of election fn all the states. Under the pre- sent system of fall elections in some of the states prior to the President! lection, two or three states virtually decide in advance ‘who sball be President. This not only gives undue preponderance to the states so voting, but sffords @ direct bid for all sorts of frand aud corruption to be concentrated to carry | j these states at a)l hazards. In this cam- paign It ts conceded that if Onto and Indiana both go democratic to day Mr. Tilden will teclected President; If thess states go repub- lican Mr. Hayes will be elected. Now, where such tremendous issues are at stake | ou the result in two states of the thirty- eigbt in the Unton, it is not strange that charges are made of endless devices by tne party managers on each side to achieve success by foal means, if falr means fall. At the same time the whole Population of these states are worked up into @ condition of abnormal fever- isbpess by the high pressure of @ canvass | where there isso much atstake. The evils | of the fall election system have been so ap- parent that a national attempt to reform it ‘was made in 1872 through the passage of an act by Congress requiring all members of the Forty-fifth and every succeeding Con- gress to be chosen on the Tuesday following the first Monday to November. No little Progress has been made towards uniformity Within the ist four years, but its fall achievement has been retarded by an act of Congress passed March 3, 1575, modifying the Jaw of 1572, “so as not to apply to any State that bas not yet changed its day of election, and whose constitution must be changed to order to effect a change in the day of the elec tion of State officers in said State.” It is not doubted, however, that before the Presiden. Ua! election of 1530 all the States will choose their members of Congress and Sate officers on thesameday. Pennsylvania, which only a few years ago was virtually the deciding state in the Presidential election, through her fali election, has made a voluntary sur- render of herold position by a constitutional ‘amendment changing her state electioa from October to November. New Hampasaire, ‘Which was pot bound by constitutional ra- SBtrictions, changed the day of her state elec- ton at the last session of her legislature. Since 1572, North Carolina, Coanecticat aad Nebraska have, aiso, amended thetr consti- tations pnd fixed their state elections on the same day when al! the Presidential electors are required to be chosea. Oli'o also at- tempted the same reform in the amended constitution which was submitted to the Vote of her people in August, 1874. Taat constitution was rejected for purely local reasons, but it is believed that the people of that state are sufficiently impressed now With the dangers and annoyances from an October election in the Presideatial year to be willing to embrace the first opportunity to join with the other states In making the day uniform. Vermont, Maine and Indiana Will also, without doubt, come into line to make the change complete. The United States frigate Franklin, which has the distinguished honor of bringing boss Tweed to the United States, is making ber wey westward leisurely, and will not arrive in New York until the 21st instant. Sixteen thousand Spanisn troops are on their way to Cubs, and 24,000 more will soon follow. A new governor general of the “ever faithful isle” has been appointed, and his Selection is regarded by the Spanish press ‘as conclusive evidence that the mother coun- try is at last about to make a supreme effort ocrush out therebellion. It would be inter- esting to know how much the efforts of Spain to suppress the insurrection have cost her in buman life and treasure. For seven years past, during which time the rebeis have heid undisturbed possession of the eastern end of the island, thousands of troops have been poured into Havapa. The losses through engagements with the insargeots have been comparatively trifling, but the ravages of disease incident to the islanc have swept @way thousands of upacciimated troops. Heretofore it bas seemed as if the home government bad no desire to rut down the rebellion, or else that its intentions were continually thwarted by the Spanish of- ficials in Cuba. The operations ef the troops bave been restricted to defending themselves against the attacks of the insurgents, and to @n Occasional feeble raid into the enemy's country. No offensive movement of any Importancs has been made by the Spaniarus, ‘and the whole conduct of operations at this distance looks feebie and inefficient. It has even been lately insinuated that the capture of the important town of Las Tunas recently by the insurgents was done with the conn!- vance of Spanish officers. We shali soon see what General Campos, the new governor general, will do in the way of couquering peace in Cuba. ‘Virginia's Governor believes in precedent and declines toname @ “Virginia Day” at the Centennial exhibition. It 1s not cus tomary, he says, in Virginia to issue simt- lar proclamations, and, besides, the people &@re too poor.
