When addressed personally they are regarded as private lotters, and in cases of ab=ence inconvenient delays froquendy occar frum that cause —~ee- The campaign in Iiltnots bas been excep- tlonally slothful, the Chicago correspondent of the New York Times writes, and now that all eyes are on Indiana there will be almost @ suspension of political work until after the October elections. Then the canvass in Illi- nots will be pushed with vigor, and for this | the republicans are much better prepared than the democrats, their orgautzation belong | More general and compact. The only fea- ture of national interest that has been de- Yeloped so far in the I!linots campaign is to be found in the Congressional nominations, | nearly ail of which hare been made. The | Tepnblicans, with considerable reason, ex- Pect to reclaim the majority tn the Congres. Sfonal delegation, which was given to the | Cemocrats in 1574, for the first time in many years. The Iilinots delegation tn the Forty- | second Congress counted elght repubiicans out of @ total representation of fourteen; in | the Forty-third Congress there were four- | teen republicans in the whole delegation of pinteen; tn the present (Forty-fourth) ‘Congress there are only six who were elected | as republicans, nine who were elected | a8 democrats. and fonr elected as indepen- dents. This decided change in favor of the democrats was accomplished mainly by the ranger movement In the country districts Sod the defection of the Germans in the elties, particularly in Chicago, where three republican Congressmen were diplaced to make room for democrats. The majority of the Illinois congressional delegation this year will depend largely on the extent to which ism has been transferred to greenbackism, pnre and simple; and the fact that the independents (greenbackers) have United with the democrats and agreed upon ® candidate in several of the districts would seem to indicate an abandonment of the hope of taking away any larze part of the old re- publican vote. A review of the situation shows that there are only two districts in which the demo- rats can be at all sure of their victories two years ago; that nine districts are pretty cer- tain to elect republicans, and that fn eight | districts the election will be closely con- tested, with the chances tn favor of the | republicans in three of them, and rather | leaning towards the democrats in the other | five. ——e ‘The New York papers are poking fun at the World for its seary articles anent the Hell Gate explosion. The World has nothing to say on this subject, but shouts at the top Of its voice that the man who says thers is no yellow fever in Baltimore is a liar and a borse-thief. re There are conflicting reports as to whether the Servia-Turkish armistice has been ter- | minated and hostilities resumed. One thing | is certain, and that is that Russia has taken the opportunity to reinforce the Servian armies to such an extent that the Sultan has now virtually to face the Czar. Ten thous- and Russian troops, including a fine legion of cavalry, are enlisted against the Turks. Two Sasignments of Russian generals are to be made, and it Is stated that when these changes are @ffected not @ sincie Servian Will remain in a chief command. Indeed Russia has practically thrown off all at- tempts to mask her support of the Servian cause, and now without disguise takes the management of the fighting into her own bands. ae The most ‘faithful avd effective republi- can organ in the country, this fall, the Cinctopatt Commercial. ‘To read it nowa- days.noone nol acquainted with the facts would ever suspect that it _— the yoar as ap Independent newspaper.—(Spruywyiell Ke- pubsican. Halstead will doubtless be strack dumb With amazement at the dripping coolness of tbis remark coming from Sam Bowles, who, commencing the year as an independent Bewspaper with republican leanings, has gone over to Tilden, body, soul and breeches, Since the democracy shouldered Charles Francis Adams. — ‘The question is now raised as to the prac- Ueal benefit of the removal of Hallett’s reef by General Newton's explosives. A good many of the up town New Yorkers have had rosy visions of @ transfer of commerce to the upper end of the island through the im- provement of the Hell Gate chanuel, found- @d on the supposition that Atlantic ships Would thereafter make thelr way to New York by Long Island Sound and the East River, rather than by Sandy Hook and the Narrows. These fond anticipations are not endorsed, however, by the old Salts tn com- merce and navigation. Commodore Van- derbiit, for instance, gives It as nis opinion that the European steamers will continue to make their trips by way of Sandy Hook, even though every rock !s removed from the Eaat River; that the rocks, shoals, and fogs | of Long Island Sound will always cause | delay and danger. The London Times is good enough to say Some pleasant things in regart to America and American Independence In treating Upon our Centennial. In this connection it remarks. “All of us bave come to see that the Amer- | lean~ did good to this country as well as to | their own when they conquered their tnde- pendence. In the Tory Ministries who tried to tax them without their consent we have learnt to see tne champions of @ despotism which, if triumphant in America, wouid bave re acted in England; and we admit that the colonists were fighting te battle of lib- erty for us a6 well as for themsei ves.” The New York Sum condemns the surren- | der of Tweed by Spain as contrary to inter- national law. As the Sun is generally recog- | nized as Tilden’s persona! organ the cam- | ak paign story that Tilden is afraid to have Tweed return to this country, will doubtless | get @ fresh start. : =n +20e- — itis ee el et that the letter from the eminent New Yor' ee ai vocating Tilden, which we Satorday, was written by the Fon. wil William E.
