A MOVE TOWARDS ITS COMPLETION. It will be recollected that in 1873 the board of public works purchased a lot of ground a the southeast corner of 2ist and K streets northwest, suitable for @ market house, and in accordance with a law of the Legislative Assembly, approved the following year, raar- ket-house bonds were issued, the proceeds of the sale of which were to be applied to the construction of @ market-house; that a con- act was entered into between the board anc Mr, J. G. Naylor for the construction of said market, to cost $53,05;; that the work was entered upon and pi made so far as the grading and ete the foundation walls and a portion of the walls of the superstructure; also the preparation of the Wood work, involving an outlay of 29,690 65, when @ change was made by Congress of the District government, and ihe suas. pension of ali age works put @ sud- den stop to the undertaking, leaving the contractors in & rather awkward pre. dicament as to the outlay already made About this time a question of title arose as to the ground purchased, which added to the complications, and the matter of balld- ing laid in abeyance for a long time, during which the District Commiseioners and the attorney for the District were striving to unravel the net-work of difficulties and de- vise ways and means to proceed with the enterprise. The citizens of the westera por- Uon of the city were clamorous for the work Op, and to bave the old dilapidated shecs on K street, used for market purposes, removed, while the contractor for the new bulldirg was as much coucerned about his C@meges sustained by his investment of labor #nd material. The difficulties about the title having finally been removed, the Commissioners appointed a com. of three practical builders— Messrs. Edmonson, Jones and Piowman— to make an €xamination of the foundation walls and premises and make a report as to its condition, amount of damages sastained eg contractors, feasibility of &@ modification of the plans and specifications with 9 view lo reduce cost, &e, &c. This commission subsequently made a report, in which they reccmmerded that plain hard-burned brick be substitated for brick for the outer wails, and thai the furvishing of ao SS clock = the ae he from the specifications, thereby reducing cost to the tune of $3,400. —$———— The Irish Rifle Team. Editor Star:—“An Irishman,” who wrote a letter recently to THE Stak, commenting on the action which his countrymen posed to take on the occasion of the Irish rifle team’s visit to Washington, expressed tne feelings of most here, a0 far as the broadness of sentiment goes, and the writer of it, whoever he may be, is not more general and generous on that score than others equally interested. I asaure you, Mr. Editor, that nothing ts ee ry our minds than @ narrowness te jends, American teams We owe to the Irish rifle team the it relations which have grown up between the le of Ireland and America. It was not until the American team visited Irelaud that the feelings of the Irish towards the Ameri- cans were properly understood and appreci- ate¢. The more magnificent reception which was given to the American team, who Were looked upon as the re) tatives of the United States, was due t meas- ure to the Irish team. It is for this that we mean to mark their advent to the capital of America by Mees | recognition. Let no na- tive Irishman hold back from performing his part to make it worthy of the occasion. it will not interfere with the reception which the Washington rifle team is to accord to them, and it will not mar anything of it either. It is from the class to which Messrs. Milner and Rigby belong that Ireland’s champions often come—the Butts, Blunders, and Gal- braiths of the present, the Tones, Emmetts, and Sheares of the past.
