When addressed personally they are regarded as private letters, and in cases of absence inconvenient delays frequently occur from that cause. —___-+e-+--__ Frequent accidents in tranémitting the Mails show the necessity of observing cer- tain rules in letter-writing. Tnis cannot be done in many cases, because tae envelopes ‘are missing and the body of the letters con- ‘tains no clue either to the writers or the per- Bons for whom they are intended. In some cases the name of the post office is omitted, @nd simply the date given, while the signa- ture is simply “Charley,” or “ William,” or “Susan,” as the case may be. In a very large number of cases the name and aidress Of the party for whom the letter is intended @re not contained in the body of the letter, ‘and in consequence it must be returned to the writer. The Third Assistant Postmaster General is of the opinion tuat of the 13,000 letters received at the dead letter officedally fally one-half cannot be retarned to the wri- ters or persons addressed, because the letters themselves do not contain any clue to the pames of the places from which they are sent, the names of the writers, or those of the parties addressed. Here is a hint to care- Jess letter-writers to invariably put at least the address of the party addressed in the body of the letter as well as on the envel- ope. Six thousand persons are daily writing letters which do not reach their destination because they fail to observe certain simple rules. Until they do observe them they will goon wasting time, pen, ink and paper to Ro purpose.
