EVENING STAR. WASHINGTON: MONDAY............Amgust 14, 1876. CROSEY 8S. NOYES......-. Editor. PP ccs ti eit st ens Reading Matter on Every Page Arerage sworn Daily Circulation It 1s reported to-day on what 1s regarded 88 good authority that the Paving Commis- sion have decided to have part of Pennsylva- nia Avenue paved with the Grahamite and section of the law authorizing this work to be done requires the commission ‘to deter- Mine the best kind of pavement to be used” in paving the avenue, and, farther, “tohave said thoroughfare paved therewith.” The Second section provides “that said pavement shall be of the best material,” &c., &c. Now, ig It possible that (wo pavements, as unlike as these, can both be “the best kind,” and both constituted of “the dest material?” “Best” is a superlative term, and it is hardly likely, if possible, that both patents can exactly fill the bill. Under the law one or the other ought to have been chosen for the whole thoroughfare, for it could not have been intended that this fine street should ‘again be made an experimental garden. As Str Boyle Roche would ask: Is dad under the load of hay? Dida tub have to be thrown toa whale? —_—__-<«--_____ If THE STAR felt the need of any indorse- ment of the stan:! it has seen proper to take in regarc io the management of our schools, 1% would find plenty of backing in the expres- sions of the other papers of Washington in the same direction. The Sunday papers are unanimous in condemning the late action of the majority of the trustees, as are also the Other journals of the city, so far as we have observed, both daily and weekly; and these expressions are in turn only the sentiment of large majority of our citizens. The trus- tees may bave their way for a little while in their demoralizing and destructive course, but they will find that the end is not yet. os ee eres Senator Eaton, of Connecticut, is an icon- oclast. In a speech on Saturday evening last he made the somewhat startling assertion that “there is no more necessity for a min- ister at the court of Great Britain than there is at the court of Dahomey; not a particle.” And the Senator told the reason why, which ‘was that “with the cable, when you can get your information in three hours, there is ab- solutely no necessity for it; and there never Will be a difficulty settled between this coun- try and Great Britain, or this country and France, or this country and Germany, at either of the capitals of the several coun- tries.” He then went on to say that “it will be done at Geneva; it will be done at Charleston; 1t will be done at Boston; it will be done at Washington; it will be done at Paris; and it will not be done by Edwards Pierrepont, or whatever his name may be; but it will be done by a commission ap pointed by the Government of the United States.” Here the Senator names the capi- tals of two countries, whereas in the pre- vious sentence he asserts that no difficulties will ever be settled at the capitals of the countries he names, It will also puzzle many People to understand what the Senator's rea- fons are for believing that any of our inter- national difficulties will hereafter be settied at Boston or Charleston. ———.-e-__ Sevator Blaine has been censured by the democratic prees for having insinuated in bis speech at Augusta the other day that Gov. Tilden might attempt to scatter his sheke:s in Maine during the campaign. The charge or insinuation is not a very serious One, all things considered. It is, in fact, sus- ceptible of proof that the Governor spent a good deal of money, as he had a perfect right to do, to secure the Presidential nomins- tion, and it is only reasonable to believe that he would not be averse to spending consid- erable more, in & legitimate way, to secure his election. Nobcdy can object to that. —_~s+e —___ The Senate, in passing & bill giving mem- ‘bers of Congress the franking privilege, very sensibly gave a like privilege to the chief Officers of the executive departments. The doing away with the worse than useless sys- tem of official stamps was @ wise act, since the government has actually lost s large amount of money annually by their use. ‘The revenues of the Post Office department, 1t is true, have been swelled by the system, and those of the other executive departments diminished in consequences, but the govern- ment gained nothing whatever. The trans- action was an actual loss to the extent of the costof manufacture and expressage of the official stamps. The whole arrangement was @ humbug of the most transparent charace ter, and the wonder is that such a law ever got on the statute books. ——_—___-.ee- A“ reliable equaw” has taken the place of the “ intelligent contraband.” One of them, full of demoralization and news, lately came into @ camp of friendly Crows and reported that General Crook bad almost annihilated the hostile Sioux. We hope the story will prove true, but up to this time it lacks con- —— = The Cuban revolutionista don’t seem to be losing any ground &t ail, but on the contrary continue to ba@rrass and annoy the Spanish troops on the island. Two successes by then are just reported, one at Fort Jacques and the other in the jurisdiction of Villaciara. The inactivity of the Spanish troops seems inexplicable. If they desire to put down the Tebellion, why do they not send heavy columns into the country of the insurgents, or land @ sufficient force at some point on the eastern coast, thenc? marching into the interior? They undoubdiedly outnumber the insurgents five to one. From the amount and variety of matter about Miss Abbott, the singer, published in our exchanges just now, we judge she must IF YOU ARE WANTS.
