SEVENTY-EIGHT ABSENTEES.—There are *ixty-tbree members of the House of Repre- sentatives absent on leave and fifteen with. out leave. It is not expected that any o them wi)! retarp during tae present session, and others are to leave before the adtourpment, which it is generally thought wil take piace not later than Tuesday or Wednesday. Ht Says BLUFORD WILSON SLANDERED Him.— Internal Revenue Agent Gavett, writ- ing from Jacksonville, Ill., complains that “Bluford Wilson has falsely and maliciously siandered bim before the whisky fraud com- mittee,” and encloses a copy of & letter from. Sapervisor Matthews aod one from ex Com- missioner Pratt, the latter dated July 29th, in which Mr. Gayett’s character as an officer and a man Is strongly endorsed. Pg! soNAL.—Col. CLaPp.—The Commit- tee on the Judiciary has had a conference on the resolution of the House directing them to ingrtre whether A. M. Clapp, Congressional Pripter, was @ public officer in the sense in- cludid in the impeachment clause of the Coustivation. The probability is the com- mittee will decide that he was not, he hav- ing been elected by the Senate, and not commiss.oned by the President. The Sevate was in executive session avout half aa hour last night and had up the nom- ination of Mr. Clapp. A disposition was show a to debate It, and the Senate adjourned without action. CoNGRESSIONAL Srearecy.—A standing rnie of the House provides that durjag the last ten days of the session the rules can ba suspended at any time a two third vote can behad. It is said the Senate will virtually nullify the rule at the close of the present session, waich may be done thus: It matters not what — the House indicates for floal adjournment, the Senate can withho'd con- currencs in the resolution to that effect uutil wWi.bin ten minutes of the hour indicated by tne Honse. This will maxe it impossible for ibe House to determine when the last days can be designat~i, inasmuch as they have no right to anticipate the action of the other branch. It is even probable that the House will not be able to take up the business on the Spcaker’s table, although there are on it forty bills, forty-one public bills, and one bundred and ninety-three bills of various Kinds, seventy of which are for the granting of pensions. (Correspondence of Tha Evening Star.) PHILADELPHIA: 1876. ‘The things most likely to first attract the notice of visitors to Philadelphia in Centen- Dial times are the iarge number of persons Srriving and going by every train, and the enormous quantities of baggage piled up in the depots and hotel corridors, or being whirled in every direction on immense wa- gons, beyond and above the boxes of which the great trunks project and swing like wal! builded loads of hay. Hardly less striking than these features is the surprisingly smati proportion which the canvas-covered, travel- Stained old stagers bear to the spick aad span new trunks in this bewildering aggre gation of traveling paraphernalia. It ts a question, it is said, whether the Expositfon can be mad access, financiaily considered. There can be no suc doudts as to the results of the trank business this seasea.
