The District “Appropriations” In the recent debat> on the President's message accompanying bis approval of the sundry civil appropriation bill we fad the following er —Wh A did that behalfof the meral ex, expended million. 4 c wrsundry civil ex government for the fiscal year ir ending 3 Sud for other purposes. Approve: No part of this appropriation was intend- €d to be used in the payment of interest on the 3-65 bonds of the District, but the whole sum was for other purposes. Bat this was changed by the present Congress. When the District authorities called upon Congress to Provide for the interest on the 3.65 bonds due February Ist last, instead of so provid- ing it required the payment to be made out Of the £1,060,000 appropriation, and other revenues of the District, and thus took from Such authorities that amount of money which could have been profitably applied to the use of the District. The truth is, the present Congress has not aivanced one dol- dar to the District agthorittes for the general uses of the District. All it has coutribated forDistrict purposes proper has been $150,000— one-half of the cost for msintaiaing the po- lice departmest, which {3 235.270 less than ‘Was appropriated last year; 215,670, one-half of the cost for maintainisg the health department, and $25,000, say about one- fourth of the cost for maintainiag the fre department—in all £191,670. It has re. fused to appropriate out of the United States funds for the District govera- ment @ny money even to pay the interest on 7e 3.€5 bonds, due August ist. All that it }.as done in this regard is to authorize the secretary of the Treasury to reserve of any ef the revenues of the District of Colambia Lot required for the actual current expenses ©" schools, the police, and tha fire depart- ment, @ sum sufficient to meet the interest secruing on the 3.65 bonds of the District Curing the fiscal year beginuing Jaly 1, 1876, &.d apply the same to that purpose, and in case there shall not be a sa‘licieat sum of said revenues in the Treasury of the United States at such time as sald interest may be due, then the Secretary of the Treasury is @uthorized and directed to advance from any money in the Treasury not otherwise ‘The refreshing rains with which we recently been blessed willdo mach toward the grass and trees in the city which were in danger of being destroyei by the late excessively hot and dry weather. But this is not all that is needed, particalar- ly as regards the yard shrabbery aad side- walk shade trees. In these case; the grass and weeds which have gainei a foothold @round the roots should be remove, and the Soll within the open spaces should be fre- quently dug up and kept loose and open. A transplanted young tree, like a hill of cora or of beans, might thrive after a fashion without any attention at all; but, like them, it iscertain torespond quickly toa little cultivation, and the effect will soon be seca in @ more rapid growth as well as in @ healthier and more beautifal appearance. We but repeat the advice of those best quall- fled to give it when wesay that the ground round about growing trees of every kind should always be kept loose and clean, as Well as watered occasionally in seacons of great drought. If the authorities nave not the means or the disposition to do this mecesrary work, it ought to be done by prop- erty owners and householders, at least so far as the premises owne1 or ccocupied by them- selves are concernei. Waere so much can be secured for the beauty of the city and the comfort of our people without the outlay of any money, and by @ slight personal effort only, surely that little ought to be promptly and cheerfully given in every case. From no other investment can so large a relative re- turn be obtained. —_—_—_-cee-______ The attention of Congress is called to the clause of the sundry civil appropriation bill which recently became a law, providing that each of the employes of the Bureau of Engraving and Printing farloughed and per- manently discharged shall receive one month’s pay. The bili appropriates but 225,000 for this purpose, whicb is only sufti- cient to give each employe about half a month’s pay. This clause in the bill has been referred to the First Controller for his opinion as to whether employes can ve paid pro rata, and, ashe is known to be a strict constructionist, it is thought by many that he will decide that this cannot be done, since the law plainly says that one month’s pay shail be paid to eachemploye. Should he render such a decision the employes will not receive @ penny, and the amount appropria- ted must be covered into the Treasury. Con- gress should remedy the matter before ad- jourping by making the necessary provision to carry out its evident design when it pass- éd the sundry civil bill. —_-«-e-—____ 8. J. Mr. Randall refers aiso to the authority given the District authorities to anticipate ihe revenues of the District to carry on ths government until the Ist of Decemoer, when the taxes are payable. Wnatis this? Why, simply that the District may use its own money to defray the expenses of the govern- ment; that is, it may borrow, at not more than € per cent. In all this the United States does pot contribute one dollar towards keeping up the District government and enabling it to pay its current expenses. Now, what is the actual result of the acts ‘and the manifest policy of the present Con- gress?
