Itis absolutely ne- nessary that Congress before its adjourn- ment should make some provision to enable the District government to go on until it Will be in receipt of funds wnder the tax bill in December. It is not the fault of the Com- missioners that Congress has not passed @ tax-bill sconer, as they supplied the data for | such bill as long ago as Jaouary last. | The resuit is, through the delay of the pas Sage of the bili until this late day, that the Commissioners wiil be witbout funds to carry on the government of the District for four months at least, and must shat up shop during toat time if relief is not afforded, | Just as the general government would have bad to suspend its operations had not legis- lation been effected to enable it togoon until the appropriation bills were passed. This is certainly a great Mistake. The Sioux number between 35,000 ‘and 40,069 souls—men, women and children— and the great majority of them are on their reservation drawing rations from the gov- ernment.
