Under the prac tice which now obtains it is impossible to aacertain the real state of the atmos- phere, since hardly any two thermometers | bung in the shade are subject to the Same conditions throughout, each one of Which affects more or less the action of the mercary in the tube. It makes ali the difference in the world, for instance, Whether the test be taken in a house with thick walls and well protected windows, or in one whose walls are a more shell, and in | Which the strong light if not the direct rays of the sun are freely adm'tted,_whether in & cool, well shaded basement or in @ warm, | @xposed porch or door way. Yet both courses ‘&@re adopted, and the result is givea out in | @ach case as @n Indication of the tempera- ture in a given town orcity. It appears to us the true way would be to hang up the thermometer where the sun can have full blaze at it at all times, botn by direct rays and by reflection. That would afford a real standard for every part of the country, be- cause it would ».ow the exact degree of heat to which most laboring men and animaisare subjected in the performancs of their daily Out-door duties; and people who want to Know how much cooler igpis in their well Protected houses coul! ascertain for them- selves or estimate from the criterion thas according to the precautions they take or the appliances they may have for Keeping their premises cool. But the recognized standard for o>servations and record surely ought to be secured by expo- sure to the hottest effects of the sun. In Winter, when it is desire 1 to see how cold it is, the thermometer is generally if not inva- riably exposed to the greatest degree of cold. Why should it not also be put under the hot- test rays of the sun to ascertain the real inf ——"_+*0e- Elsewhere will be found the concluding number of the bright series of letters upoa German life that have for some months in- terested the readers of THE STAR. Phey are the pen-work of @ charming and accom plished young lady, formerly @ resident of this city, but whose home is now in Brook- iyn, New York. --—_—__— If Ine'su Inspector Vandever’s word is to be relicd on, he has accomplished more in a single talk with the Stoux in settling the Black Bills question than was accomplished by a number of councils held with the princi- pal chiefs of the Brale and Ogalaila tribes in this city a couple of years ago, and by the expensive coancil sent out to the Sioux last year. According to ais report he gave them @ plain talk, after which Spottei Tall ad- vised his people to doas the Great Father desired, and leave the Black Hills. Tuis is @ rema;kable concession, especially since, ‘When the Sioux chiefs were in Washington last, they declined to negollate at all on the subject of the reiinquishment of the Black Hills, Spottea Tall saying, “There is no use talking about buying the Hills, because our Price woulit be larger than the Great Father could afford to pay.” Perhaps the willingpers of the Sioux to give up the Hilis now is owing to the shortness of their rations of late, they Total........ pain having recetved no beef for some time past. |" pi s:rrer-f Columbia, Co: According to the terms of the treaty of 1568 1. W. Laird, or the government was to feed the Sioux for four years only. It has continued to feed them, however, until now, from prudential motives. The Indian inspector was carefal to fully explain this portion of the treaty» and to say that if they would relinquish their claim to the Black Hills the govern- ment would still continue to support them. As game is very scarce in the Sioux country, the matter of rations is naturally serious. cousideration with the red skins. ——_—_—_-<ee-____ Many might get the impression from the statement that there are 10,000 -‘dead-heads” at the Centennial Exhibition, that represen- tatives of the press form a large part of this small army of non-paying visitors. Tae fact is, however, that less than 200 free ad- missions are given to members of the press. That is @ suggestive bit of information ‘Whicn comes by telegraph from Chicago, to the effect that the hostile Sioux are some- what disabled for want of ammunition since the last battle, and that “they will provably BOt risk another fight until they get a new supply from the agencies.” As this sort of thing appears to be one of the chief effects of “the agencies,” we humbly submit that they be required to change their practice or that they be abolished. ifthe noble red man wants to be civilized, let him come tn and Till the soil; If he wants to remain a savage, let him fall back on the aboriginal imple- ments of bunting, fishing and warfare. We can’t afford to feed bim and at the same time supply bim with improved arms and ammu- nition, with which to sla: ghter settlers and soldiers. He must hereafter be friend or foe- man, without ground for doubt or mistake. That is the only way to solve the Indian Problem. —————<e -__. In his opening address before the Educa. tonal Association in Bsltimore this week, the president, Mr. Wm. E. Phelps, of Min- besota, made an interesting statement in , Tegard toour éducatioual progress in the first century of our national existence. In 1776 there were but nine colleges in the United States. while now there are 400 colleges, with 57,000 pupils and 3,700 professors and teach- ers. Tiere were in 1783 no high schools for ‘women; bow there are several female coi- Jeges, 200 female seminaries, with 23,445 students and 2,285 teachers. At that time Professional schools were unknown; now ‘there are 522 professional schools, with 23,280 students and 2,190 teachers. Then there were BO Dormal schools; now there are 12i, with 24,405 students and 066 teachers. Tnen there Were no commercial colleges; pow there are 127, With25, #92 students apd 577 teachers. The secondary and preparatory schools were almost unknown torn; now there are 1,122, ‘With 100,59 pupils and 6,163 teachers. Tne school of that day is unknown, but at present it is more than 13,000,000, and the school enrollment now smounts to $000,000. The total income of the public schools at present is $82,900,000; expeaditures, $75,000,000; valine of property, #165,000,000. ‘This is certainly a good centennial showing ‘fs regards our educational progress. ———<ee-_—____— General Sherman ts credited with saying that General Crook is abundantly sole to take care of himself, and that there need be bo fears regarding him. Notwithstanding this, It cannot be disguised that serious ap prehensions are entertained in regard to his safety. Remembering the terrible fate of Custer and his gullant troopers, it ts bet | patural that the long silence in regard to | Crook's whereabouts should be regarded | ‘with upeasiness. It is possible, however, that be is quite safe, and that bis couriers have all been waylald aad Killed by the nostile Indians, since he undoubtedly sent messen- gers back from time to time to report in re- §Ard to his operations. conomy in the expenditures of the gov- ernment should be generally encouraged, but tm the work of retrenchment it Is al- Ways well to take care that in lopping off expenses here and there the true interests of the government are not injured. Both houses of Congress have just passed a bill appropri- Sting £200,000 for posts at Tongue river and the mouth of the Big Horn, a measure which General Sheridan has earnestly askei Con- gress to adopt for two years past. The estab- lshment of these posts, says General Sneri- dan, “will be in the interest of economy, and will settle the Sioux question.” If it will do this the comparatively small sum appro- Priated will be well expended, and it is all the more to be regretted that it was not ap- Propriated long ago. Had this been done when first requested, the country would bave been spared the massacre of Caster and his gallant men. —_—____ + 2e. All remedies for suistroke are somewhat similar in character. The New York Ave. ning Express furnishes one which has proved efficacious in many instances, and which should be generally known. Tne remedy is the free use of ice, int-rnaliy if it can be swallowed, which is rarely the case, and its free and persistent use externally. Who. ever finds a patient thus affected should carry him into an airy room, and placing a man at €ach extremity, get bim to rub him from head to foot with tarze pieces of ice. This reduces as rapidly as_possible the tem- perature, or, in other words, puts out the fire, and if this be promptly done, recovery will take place even in cases apparently of the most desperate character. a And now Watterson of the Louisville C.J. is going to commit the folly of making a very poor Congressman out of a good editor, unless Bristow or some other strong and merciful republican Kindly saves him from WANTS. | ANTED—At the Wietartan'' dae irieaies leaner.
