EVENING STAR: | WASHINGTON: PRIDAY.... aly 14, 1876. : | CROSBY 5. NOYES..,.....Editor. _ Beading Matter on Every Page Arerage sworn Daily Circulation | erer 15,000,— three times that of any other Gaily paper in Washington, and equal to that of all the other Gaily papers in the city together. Hardly anything is more common than for people to speak of any season that is marke: by unusual heat or cold, drouth or rain fall, @s unprecedented; but really it is doubtfal Whether a paralied to the present heated term, that is, in both its extreme heat and its prolonged duration, bas ever occarred in this latitude. Thig view is, we think, amp'y borne out by the recoriis of the Sigaal office in this city for the last three weeks, or, more Ageurately speaking, from Sunday, the 25th of June, up to and including yesterday, July 13th. They show the maximum temperature On the days named to have been as follows: 26th, 9% 5; “pea - 5 Jaly 1, 91; ; 3d, 91; 4th, th, 89; Tin, 92; fora 95; 10th, 97; Lith, ; 1Sth, 92. Thus it will beseen that during a term of nineteen consecutive days there was an @verage maximum temperature of about pinety-four degrees. During the same time ahere were only two days when the mercury did not rise above 90°, and during these two it came so near that point as to make little Or no difference, so far at least as personal comfort and capactty for labor are concerned. It will be observed, also, that Taesday last ‘was the bottest day of the season, as recorded in this city—the mercury rising at one time during that day to half a degree above blood heat. It is proper to add in this connection that many thermometers in the city, fairly located and carefully watched, registered a much higher range each day than the above figures would indicate. But as the observa- tions at the Signal office are regarded as of. cial, or at least as authentic in every way, we have preferred to use its results. Though iu figures may not show as extreme ade. gree of heat as those of some other meteor- Ologists, think our readers will agree that they show enough. Like Mercutio's Wound, they will serve. ——___~2-e-______ Over two million people have alrea dy at- tended the Centennial Exhibition, and yet it is stated that the receip’s mast b3 coasid- erably larger or the enterprise will be a financial failure. Daring the present fiery Period itis not surprising that the attend- @nce should be comparatively small. The cool weather of September, however, will Probabiy bring it up to a paying figure. ‘There are thousands of people engaged in agricultural pursuits who intend tosee the great show later who cannot absent them- selves from the harvest fields to do so now. ——.e2-____ The appointment of Jadge Tyner, of In- alana, to be Postmaster General, was in Accordance with the principles of civil ser- Vice reform in that it was the promotion of ‘&@n Officer thoroughly fitted to properly dis- charge the duties of the position to which he ‘was called. Too many purely political ap- Ppointments are made for the good of the Public service, and too littie regard is paid to the Jeffersonian test in regard to quali- fication for office. Judge Tyner, it is bat Tair to say, brings to his new position a com- plete knowleige of the workings of the Post Office department. Formerly a special agent of the department, and subsequently perhaps the most active member of the House Committee on Post Offices and Post Roads, when he assumed the daties of Second Assistant Postmaster General he had an intelligeot appreciation of its duties and responsibilities. A sort time thereafter he discovered @ base conspiracy to defraud the government by means of forged mail route bids. His efforts, with those of Gov. Jewell, to bring the offending parties to justice are ‘well known, and It was not the fault of either ‘Of these officers that the gailty went un- punished. Tue result of the war on contract frauds has been salutary, and It is safe to Bay that if human ingenuity is capable of devising a remedy for the abuse complained of, the pernicious system has bean eatirely broken up. The country bas a right to expect that the new Postmaster General will make a good record. 27. The overtiow visitors from the Centennial coming to Washington within the last two ‘weeks chose rather a bad time for their trip, and will doubtiess go home prepared to re- port that this is the hottest city in the union, which of course is a mistake. The weather has been oppressively warm all over the country for two weeks past, but as @ rule the thermometer has touched a higher pointin New York and other large cities than it has in Washington. The trouble With our visiting friends is that they “do” too.much inone day. Of course they must Visit every department, and the Capitol, and many of them mount to the dome during the hottest portion of theday. Most of them are burdened with umbrellas, hand satchels baskets, and even shawls, and it is therefore not at all surprising that they sbould become overheated and imagine Washington an earthly Hades. —_—_----e- —___ A good deai of sport has been bad, in the columas of THE STAR, as well as tn those of | its contemporaries, at the expease of “Bine | Jeans Williams,” of Indiana, as he is called, chairman of Committee on Accounts, de- cause of bis refusal to permit lemonade aud other cooling beverages to be farnisned to the members of tne House during the heated term at the expeuse of the public treasury. The game seems fair enough, at first thought; bat really the position assumed by Mr. WIl- Hams is sound as well as economical. Gan- tiemen in private employ, who are every | ‘Way the peers of Representatives in Con- gress, fre accustomed to pay for sach per- Bona refreshments as they may nead, in hot ‘as well as fn cold weather, out of their own pockets, @nd there is no good reason to ba ‘adduced why gentlemen in the public service should not do the same. Taere is no patent of nobility in office holding watch requires ther people to pay the personal expenses of those who are favorad in that way. Basides, It is said that the use of lemons and lemon- ade is destructive to teeth. Congressmea ‘Who board at establishments where chuck steaks are furnished shou!t not fool with their teeth. The geatieman from Indiana knows what he Is about. There is one who doubtless chuckles over the downfall of the late Postmaster General, and bis name is Samuel Bard, “wich wus postmaster” at Atlanta, Georgia. Governor Jewell had @ hard time to make Samuel relax his death-like grip ou the mail bags, and for months it was doubtful Which was the ‘ biger” man of the two, the Postmaster General or the postmaster. The P.G. finally ousted Samuel, notwithstand- ing the latter was president of a “third term” club, and protested his undying devo- tion to republicanism. The dricks ticket. ——_—____-<e---___ ‘What has become of Keely ang bis mar- ‘Velous motor?
