Mr Deer, from the committee on teachers, reported progress, and asked farther time in reference to the first and fourth district principals, stating that two meetings of the committee uad been held, one to give a hear- ing to parties in the first district, and another to those in the fourth district, whodesired a bearing. The hearings were not yet com- pleted in either case. Further time was ranted. . Mr. Packard, from the committee on teach- ers of the COUNTY SCHOOLS, made @ report, recommending that the fol- lowing list be confirmed by the board. It was deemed advisable by your committee to drop three white teachers in charge of colored schools, id that everything being equal colored teachers should be given the reference in colored schools. The commit- ee say they are now enabied to secure some first class teachers, and when the fact is con- sidered that colored teachers are debarred from teaching in the white schoois, justice would seem wo indicate that this Foltey, should be pursued. Three very worthy ly teachers, in charge of white schools, have declined reappoiptment. In one in- stance objection was made to a principal of @ white school. The ebarges preferred are e apd of lon; dating as far as 1869. As none of the charges are substantiated the teacher is re- commended for reappointment. The convention was called to order at half past nine o'clock. Rey. Dr. Samfield, of Memphis, Tenn., opened the meeting with prayer. Improve The District Commissioners have ad- dressed @ communication to the chairman of the Senate District Committee, returning some pa) referred to them relating to Senate bill for the relief of certain property holders on 6th street. The bill referred to directs the Commissioners to pay the sums of $503 and 2379 to two propertly holders, said amounts being ‘‘alleged to have been erroneously collected from them for special improvements on property on that street, be- tween F and G streets northwest.” The Commissioners say: “In any view of the case the same isexcessive.” The assess- | ments were settled by these persons in eight per cent. certificates of indebtedness, known | as “greenbacks,”” which are by law receiva- | blein payment for pecial improvements. The market value of these greenbacks is be- | low their face value. In payment of as- | sessments they are received at par. Tae biil contempiates re-payment to these men as though they had paid their assessment in money instead of tn script, the market value of which is so much below par. Under any circumstances this would an excessive allowance. There are, however, other con- siderations which seem fatal to favor- | able and special legislation.
