EVENING STAR WASHINGTON: TUESDAY.... +-Jaly 11, 1876s CROSBY S. NOYES... Beading Matter on Every Page | ‘Arerage scorn Daily Circulation orer 15,000,—being more than three times that of any other aily paper in Washington, and equal to that of ali the other daily papers in the city added together. capital of the United States; the werk is to be done under the express aathority and di- rection of Congress, acting in behalfof the People of the whole country, aud partly at theirexpense. Tuese conditions, as applied to the paving of a street, are in every sense @xceptioual. They raise to the dignity of a ational work what would under ordinary circumstances be a mere local improvement, &nd they call for uncommon care, both in the selection of the pavement itself and in the manser fn which itshall be putdown. In both respects the work mast be of the best, Or the members of the commission will not only commit @ lasting wrong upon thetr country, but they will clothe themselves ‘With disgrace and infamy for all time to come. Already it is alleged that more than one pf the gentiemen chosen for the delicate and responsible task are committed in advance 204 particular s!;ie of pavement, and also Unat com>inations have been formed and are Bow actively at work to secare the adoption of certain patents in which their members Bre interested, or whieh they entirely con- trol. We give these current statements for wiiat they are worth, only hopiog they may bave no foundation in truth. But that they @re in circulation is a suggestive fact, and ‘one which should not only put the Commis- Sioners jealously on thelr guard, but also Prompt them to extraordinary vigilance and fidelity in the performance of their trast. ‘The eyes not of Washington alone, but of the whole couotry @re upon them, and they Will be held toa rigid accountability as to the manner in which their daty shall be per- formed. They have both the authority to Relect and the means to put down. the best Pavement in the worll, and this they are called upou to secure, as well by public sea- diment as by the language of the law under Which they act. Another thiag. The bill as it daally came rom the conference committee was happily Modified considerably as to the latitude given to the street railway compaay In re- gard to paving its portion of the street, and ‘Which was so objectionable @ feature in the Dull as it rst passed both Hoases. After Providing for a division of the cost of the Work, the iaoguage of the law on is point is as follows —*“but the said ratiroad company, hav- ing conformet to ths grate estadlisned by the Commissioners, may use cobbie ston? or Belgian rock in paving their tracks or the | — between their tracks, as the Commis- sioners may ‘tirect.” This means, first, that the preseat danger- ‘Dus and unsightly ridge between the two car tracks and also the space between the ralis mins: be leveled down to the gral of the rest of the street, and, secon, that the Commissioners may require the use of uniform, smoothly laid Baigian block, instead of the wretched eoddie- Bone abomination now imposed on the public against its indignant protest. Aad these two things, !n behalf of the psopie of ‘Washington and of the United States,—who Sre alike interested ia the appearance and Condition of the street, and who have to pay tae expense of improving 1t—we call upon tue Commissioners tohavedone. Tneexcuse often given that the railway company ecan- Bot aiford the expense 1s not entitled to a Mmomeut’s cousideration. It may possibly be true to some extent; but we doabt it. Eat Buppose itis. Pieoty of property holders on the Avenue cannot or think they cannot ‘afford to bear their share of the expense, @ither; but they are compelled to pay it, nevertheless, and for such style of pavement, too, as the Commissioners may select, with ont reference to their wishes or their pecua- lary ability. ‘The work of paving the Avenue now, if the kind be wisely chosen and the work properly Gone, will be in ite essential features a re- Bult for alitime. It is consequently of the highest importance that neither corporate nor private interests be allowed to interfere in the slightest degree with that consum- mation. Again, therefore, we appeal to the Commissioners to select the very best pave- ment anywhere to be found, irrespective of Outside influences or personal predilections Previously entertained; to have it put dowa in the best manner possible; and to grant to Xo corporation or company any privileges or favors in connection with it that are not ®t the same time, in the same way, and to ihe same extent. freely accoriei to the hum- blest citizen. Nothing less will be worthy ‘the high character of the gentlemen coasti- tuting the commission or the important trust committed to their charge. ——--e--_____ ‘What has become of the spots oa the sun Which the scientists told us last year wer going to interfere with the future usefulness of that interesting orb? Ia the great city of New York, for instance, where, as a rule, owing to the narrow streets it is hotter in summer than in Washington with its wide, airy Bireetsand avenues, the heat has produced @n alarming increase in the rate of mortal- ity, as the following statistics will show: For the week euding June 24, the deaths ‘Were 461; week ending the ist instant, 640; ‘nd for last week the total number dyiag ‘was (00. That a large proportion of these deaths were superinduced by heat there can be no reason to doubt. ——_—--e —___.
