He bad con- sented to the bill belng reported in view of the lateness of the time and the necessity of tome action. He had bo particular prefer- ence for either bill. If he could so order he would have no taxation, but taxes were the price paid for citizenship. No tax could be levied that would per- fectly equitable, but he thought this bill Was not so unjust and invidious as had been stated.
